Suu Kyi galvanizes once-repressed Myanmar politics (AP)

DAWEI, Myanmar ? Euphoric seas of supporters waved opposition party flags and offered yellow garlands. They lined crumbling roads for miles and climbed atop trees, cars and roofs as Aung San Suu Kyi spoke at impromptu rallies. Some cried as her convoy passed.

Cheered by tens of thousands, the 66-year-old opposition leader electrified Myanmar's repressive political landscape everywhere she traveled Sunday on her first political tour of the countryside since her party registered to run in a historic ballot that could see her elected to parliament for the first time.

"We will bring democracy to the country," Suu Kyi said to roaring applause as her voice boomed through loudspeakers from the balcony of a National League for Democracy office in the southern coastal district of Dawei. "We will bring rule of law ... and we will see to it that repressive laws are repealed."

As huge crowds screamed "Long Live Daw Aung San Suu Kyi!" and others held banners saying "You Are Our Heart," she said: "We can overcome any obstacle with unity and perseverance, however difficult it may be."

Suu Kyi's campaign and by-elections due April 1 are being watched closely by the international community, which sees the vote as a crucial test of whether the military-backed government is really committed to reform.

The mere fact that Suu Kyi was able to speak openly in public in Dawei ? and her supporters were able to greet her en masse without fear of reprisal ? was proof of dramatic progress itself. Such scenes would have been unthinkable just a year ago, when the long-ruling junta was still in power and demonstrations were all but banned.

Suu Kyi's visit was equivalent to waking a sleeping dragon, said environmental activist Aung Zaw Hein.

"People had been afraid to discuss politics for so long," he said. "Now that she's visiting, the political spirit of people has been awakened."

Looking into the giant crowds, Hein added: "I've never seen people's faces look like this before. For the first time, they have hope in their eyes."

Businesman Ko Ye said he was ecstatic that Suu Kyi came, and like most people here, he welcomed the recent dramatic changes that made her trip possible. "We are all hoping for democracy," the 49-year-old said, "but we're afraid these reforms can be reversed at anytime."

After nearly half a century of iron-fisted military rule, a nominally civilian government took office last March. The new government has surprised even some of its toughest critics by releasing hundreds of political prisoners, signing cease-fire deals with ethnic rebels, increasing media freedoms and easing censorship laws.

Suu Kyi's party boycotted the 2010 election as neither free nor fair. It sought to have its legal status restored after the government amended electoral laws. Her party has been cleared to offer candidates in the April vote, and an Election Commission ruling on Suu Kyi's candidacy is expected in February.

Some critics are concerned the government is using its opening with Suu Kyi to show it's committed to reform. The government needs her support to get years of harsh Western sanctions lifted.

On Sunday, Suu Kyi said the opposition had struggled for democracy for decades, but the best way to do that now was to fight "from within parliament." But she also expressed caution over the challenges ahead. "It's easy to make problems, but it's not easy to implement them," she said. "We have a lot to do."

An NLD victory would be highly symbolic, but her party would have limited power since the legislature is overwhelmingly dominated by the military and the ruling pro-military party. Up for grabs are 48 seats vacated by lawmakers who were appointed to the Cabinet and other posts.

Suu Kyi has spent 15 of the past 23 years under house arrest, and as a result, has rarely traveled outside Yangon. Although she conducted one successful day of rallies north of Yangon last year, a previous political tour to greet supporters in 2003 sparked a bloody ambush of her convoy that saw her forcibly confined at her lakeside home.

She was finally released from house arrest in late 2010, just days after the elections that installed the current government and led to the junta's official disbandment.

Suu Kyi met with party members in Dawei, including one running for a parliament seat. She will make similar political trips to other areas, including the country's second-largest city, Mandalay, in early February before officially campaigning for her own seat, party spokesman Nyan Win said.

Suu Kyi is hoping to represent the constituency of Kawhmu, a poor district just south of Yangon where some villagers' homes were destroyed by Cyclone Nargis in 2008.

Lay Lay Myint, a 35-year-old grocery store manager, said Suu Kyi's platform in parliament would allow her to "let the world know what is happening" in Myanmar.

"People have been living in fear here," Myint said. "Just seeing her hear makes us braver, more courageous."

Gunmen attack police station in Nigeria's Kano (Reuters)

KANO, Nigeria (Reuters) ? Gunmen bombed a police station on Sunday outside Nigeria's second city Kano, the police and witnesses said, leading to an hour of gunbattles in a region plagued by attacks from Islamist sect Boko Haram.

Kano state and its capital city of 10 million people have been under siege by gunmen from Boko Haram, which wants to impose sharia law across Nigeria.

"We were able to push them out of the area but they burnt part of the police station," Kano police commissioner Ibrahim Idris said. "It was a blast that caused damage to the station."

Boko Haram's attacks have become more sophisticated and deadly in Africa's top oil producer. A series of gun and bomb attacks, mostly on police stations, killed 186 people in Kano on January 20.

Witnesses said gunmen and armed police were in a shoot out for around an hour after the explosion at the police station at Naibawa district outside Kano.

"We are scared. The police and Boko Haram members are battling each other and there is gunfire everywhere," Usman Ibrahim Bello, a local resident told Reuters.

In an audio tape posted on the Internet on Thursday, the purported leader of Boko Haram, Abubakar Shekau, threatened to kill more security personnel and kidnap their families, and accused U.S. President Barack Obama of waging war on Islam.

Boko Haram, a movement loosely modelled on the Afghan Taliban whose name translates as "Western education is sinful," has been behind almost daily killings in its home base in the largely Muslim northeast. Its violence has spread west into other parts of the north and the capital Abuja since last year.

Neeson's 'The Grey' tops box office with $20M

(AP) ? Beware the Liam in Winter. Liam Neeson's "The Grey" topped the weekend box office with $20 million, according to studio estimates Sunday, continuing the actor's success as an action star in the winter months.

The Alaskan survivalist thriller opened above expectations with a performance on par with previous Neeson thrillers "Taken" and "Unknown." Those films, both January-February releases, opened with $24.7 million and $21.9 million, respectively.

But the R-rated "The Grey," which has received good reviews, drove home the strong appeal of Neeson, action star. It's an unlikely turn for the 59-year-old Neeson, previously better known for his dramatic performances, like those in "Schindler's List" and "Kinsey."

"Liam is a true movie star, period," said Tom Ortenberg, CEO of Open Road Films. It's the second release for the newly formed distributor, created by theater chains AMC and Regal.

"My guess is that Liam Neeson in action thrillers would work just about any time of year."

January is often a dumping ground for less-stellar releases, a tradition held up by two badly reviewed new wide releases: "Man on a Ledge," with Sam Worthington, and "One for the Money" with Katherine Heigl.

"One for the Money" fared better, earning $11.8 million, while "Man on a Ledge" opened with $8.3 million.

Those were reasonably solid returns, and, in an unusual twist, were both ultimately for Lions Gate Entertainment. Its film studio, Lionsgate, released the romantic comedy "One for the Money." The action thriller "Man on a Ledge" was released by Summit Entertainment, which Lions Gate bought for $412.5 million earlier this month.

"One for the Money" was helped by a promotion with Groupon, the Internet discount site, with which Lionsgate previously partnered for "The Lincoln Lawyer." David Spitz, head of distribution for Lionsgate, said the large number of older, female subscribers of Groupon matched well with the audience of "One for the Money."

Groupon email blasts, he said, had a significant promotional effect.

Last week's box-office leader, "Underworld: Awakenings," Sony's Screen Gem's latest installment in its vampire series, came in second with $12.5 million, bringing its cumulative total to $45.1 million.

The unexpectedly large haul for "The Grey," strong holdovers (such as the George Lucas-produced World War II action film "Red Tails," which earned $10.4 million in its second week) and the bump for Oscar contending films following Tuesday's nominations added up to a good weekend for Hollywood. The box office was up about 15 percent on the corresponding weekend last year.

So far, every weekend this year has been an "up" weekend, after a somewhat dismal fourth quarter in 2011.

"'Mission: Impossible,' I think, really helped reinvigorate the marketplace, and that's carried over into the first part of the year," said Paul Dergarabedian, box-office analyst for Hollywood.com. "That's good news for Hollywood after the down-trending box office of 2011."

Oscar favorites "The Descendants," ''Hugo" and "The Artist" sought to capitalize on their recent Academy Awards nominations. Each expanded to more theaters and saw an uptick in business.

Fox Searchlight's "The Descendants," which is nominated for five Oscars including best picture, added 1,441 screens in its 11th week of release. It added $6.6 million and has now made $58.8 million, making it one of Fox Searchlight's most successful releases.

Sheila DeLoach, senior vice president of distribution for Fox Searchlight, said the film's nominations and its recent Golden Globes wins (for best drama and best actor, George Clooney) "played a big role" in its weekend box office.

Paramount's "Hugo," which led Oscar nominations with 11 including best picture, saw a 143 percent jump in business over its last weekend. In its tenth week of release, it earned $2.3 million, bringing its total to $58.7 million.

The Weinstein Co.'s "The Artist," with 10 Oscar nominations including best picture, expanded a modest 235 screens to bring it to a total of 897 screens in its 10th week of release. It earned $3.3 million, with a total of $16.7 million.

The Weinstein Co. is being careful with the black-and-white, largely silent film. Thus far, it has appealed particularly to older audiences.

"It's not the same type of picture as any other picture in the marketplace," said Erik Loomis, head of distribution for the Weinstein Co. "Now that the nominations are out, we're going to look to capitalize on it as best we can. ... We're being very, very meticulous with it. We're not throwing it out there and grabbing every theater we can. At some point, we'll open the floodgates on the movie, maybe closer to the awards."

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Final figures will be released Monday.

David Arquette is paying a visit to 'Cougar Town' (Reuters)

LOS ANGELES, Jan 27 (TheWrap.com) ? David Arquette and Courteney Cox are continuing their campaign to be crowned the Most Amicably Estranged Couple Ever.

Despite their separation, Arquette will guest-star on Cox's ABC comedy "Cougar Town." Arquette will play a perhaps-overzealous hotel concierge who offers his services to Jules Cobb (played by Cox) and her crew on the show's season finale.

Displaying his own trademark zeal, Arquette expressed his glee over the upcoming appearance on his Twitter account Friday, tweeting at Cox and her co-star Christa Miller, "Can't wait to work with you ladies!"

This is far from the only collaboration for Cox and Arquette since they announced their split in October 2010. The pair co-starred in last year's "Scream 4," and continue to work together via their Coquette Productions, which last year sold a game show pilot, "Identity Crisis," to CBS.

"Cougar Town" will return for its third season on February 14, in place of the quickly yanked cross-dressing comedy "Work It." The season premiere is titled "Ain't Love Strange."

Chevron 4Q profit falls 3 pct on refinery decline (AP)

NEW YORK ? Chevron says its net income slipped 3.2 percent in the fourth quarter as its refineries struggled to pass on the higher cost of crude oil.

The San Ramon, Calif. oil giant on Friday reported net income of $5.12 billion, or $2.58 per share, in the final three months of 2011. That compares with $5.3 billion, or $2.64 per share, in the same part of 2010. Revenue increased 11.9 percent to $60 billion.

The results fell short of Wall Street profit forecasts of $2.86 per share, according to FactSet.

For the full year, Chevron Corp. earned $26.9 billion, or $13.44 per share, compared with $19 billion, or $9.48 per share in 2010. Annual revenue increased 23.3 percent to $253.7 billion.

Why is investment income taxed less than wages? (AP)

WASHINGTON ? Why do Mitt Romney and other wealthy investors pay lower taxes on the income they make from investments than they would if they earned their millions from wages? Because Congress, through the tax code, has long treated investment more favorably than labor, seeing it as an engine for economic growth that benefits everyone.

President Barack Obama and the Occupy Wall Street movement are challenging that value system, raising volatile election-year issues of equity, fairness ? and Romney's tax returns.

Romney, who released his 2010 and 2011 tax returns this week, has been forced to defend the fact that he paid a tax rate of about 15 percent on an annual income of $21 million. His tax rate is comparable to the one paid by most middle-income families. His income, however, is 420 times higher than the typical U.S. household.

The Republican presidential candidate's taxes were so low because the vast majority of his income came from investments. The U.S. has long had a progressive income tax, in which people who make more money pay taxes at a higher rate than those who make less. But for almost as long, the U.S. has taxed capital gains ? the profit from selling an investment ? at a lower rate than wages.

"There are two ways to look at: There is a moral argument and an economic growth argument, and they both point to lower taxes on capital gains," said William McBride, an economist at the conservative Tax Foundation.

McBride says it is unfair to tax income more than once, and capital gains are taxed multiple times. If you got the original investment from wages, that money was taxed. If the stock you own gains value because the company you invested in makes a profit, those profits are taxed through the corporate tax. And if that company issues dividends, those are taxed as well.

Lots of people are double taxed, says Chuck Marr, director of federal tax policy for the liberal Center on Budget and Policy Priorities. "Check out your last pay stub: There's income tax and payroll tax, so you're double taxed, too," Marr said.

And, he noted, when you buy something, you probably pay a sales tax.

Under current law, the top tax rate is 15 percent on qualified dividend and long-term capital gains ? the profits from selling assets that have been held for at least a year. The top income tax rate on wages is 35 percent, though that applies only to taxable income above $388,350.

Congress started taxing capital gains at a lower rate than wages following World War I. The concern then was that high taxes on capital gains actually reduced revenue because people would simply hold onto their investments and restrict the flow of capital, according to the Encyclopedia of Taxation and Tax Policy.

At the time, however, the top tax rate on wages was a whopping 73 percent. In 1922, Congress lowered the top capital gains rate to 12.5 percent, a rate that lasted until 1934.

For much of the next 70 years, the top tax rate on long-term capital gains hovered between 20 percent and 30 percent, going as high as 39.9 percent in the 1970s but never falling below 20 percent until 2003, when Congress passed a gradual reduction to the current rate.

The 2003 law also started taxing qualified dividends at the same rate as capital gains.

Liberals and some moderates argue that lower taxes on investments are a giveaway to the rich because they are the ones who get the most benefit. Last year, two-thirds of all capital gains went to people making more than $1 million, according to the nonpartisan Joint Committee on Taxation, the official scorekeeper for Congress.

Only 5 percent of capital gains went to people making less than $100,000, and only 13 percent went to people making less than $200,000.

"I'm a liberal person and I believe strongly that the wealthy should pay more than the working poor," Marr said, regardless of whether the income is from investments or labor.

Obama has taken up this argument, though his budget proposals have called for only small tax increases on capital gains and dividends, to a top rate of 20 percent.

Instead, Obama has developed the "Buffet Rule," named after billionaire investor Warren Buffet, which says rich people shouldn't pay taxes at a lower rate than their secretaries. To impose this rule, Obama said at his State of The Union address Tuesday that people making more than $1 million should pay at least 30 percent of their income in taxes.

"Now, you can call this class warfare all you want," Obama said. "But asking a billionaire to pay at least as much as his secretary in taxes? Most Americans would call that common sense."

The proposal has little chance of passing a divided Congress this year, and the Obama administration has released few details on how the tax would work.

Conservatives argue that increasing investment taxes would make it harder to for businesses to raise capital, restricting job growth and hurting financial markets, reducing income for people who rely on pension funds and 401(k) accounts as well as billionaires and millionaires.

"In my view the rationale for taxing capital gains and dividends at a lower rate has nothing to do with what an individual pays versus another individual," said Jim McCrery, who was a senior Republican member of the tax-writing House Ways and Means Committee when the 2003 tax cuts were enacted. "It has everything to do with the creation of jobs in this country."

McCrery now works for the Alliance for Savings and Investment, a coalition of companies and business groups that want to keep the current tax rates on capital gains and dividends.

Too Few Americans Getting Screened for Common Cancers: CDC (HealthDay)

THURSDAY, Jan. 26 (HealthDay News) -- The number of Americans being screened for colon, breast and cervical cancers still fall below national targets, federal health officials said Thursday.

In 2010, 72.4 percent of women were being screened for breast cancer, below the target of 81 percent, for cervical cancer it was 83 percent of women, while the target is 93 percent, and for colon cancer 58.6 percent of Americans were screened, missing the target of 70.5 percent, according to the U.S. Centers for Disease Control and Prevention.

"Not all Americans are getting the recommended screening for breast, cervical and colorectal cancer," said report co-author Mary C. White, branch chief of the CDC's Division of Cancer Prevention and Control. "There continue to be disparities for certain populations."

The screening rates are particularly low among Asians and Hispanics, according to the report in the Jan. 27 issue of Morbidity and Mortality Weekly Report.

Among Asians, the screening rate for breast cancer was 64.1 percent, for cervical cancer it was 75.4 percent, and for colon cancer it was 46.9 percent.

Hispanics were less likely than non-Hispanics to have screening for cervical and colon cancer (78.7 percent and 46.5 percent, respectively), the researchers found.

Screening is important, said Dr. Stephanie Bernik, chief of surgical oncology at Lenox Hill Hospital in New York City.

"Screening saves lives," she said. "When you catch a cancer at a smaller size it does affect outcome."

Some people may be confused about screening, because different medical groups have different screening protocols, Bernik said.

"It's hard to get people to do screening in general. People look for any excuse not to get screened. When they see there is a controversy about when to start screening, they look at it as an opportunity to not do the test," she said.

Bernik also admits that screening can result in some over-treatment.

"With screening comes that risk," she said. "Unfortunately, we are not at a point where we can select the patients that are not going to have a problem, so we treat everyone equally. So, there is a little bit of over-treatment but, overall, you are improving survival for many people."

The U.S. Preventive Services Task Force recommends that women aged 50 to 74 get a mammogram every two years to screen for breast cancer.

Women aged 21 to 65, or those who have been sexually active for three years, should have a Pap test to screen for cervical cancer at least every three years, the task force recommends.

For colorectal cancer, men and women aged 50 to 75 should be screened with a yearly fecal occult blood test or sigmoidoscopy every five years, or have a colonoscopy every 10 years.

Other highlights of the report include:

  • Breast cancer screening rates remained stable from 2000-2010, varying only about 3 percent.
  • Colon cancer screening rates increased from 2000-2010, to more than 58 percent for both men and women.
  • Cervical cancer screening rates dipped 3.3 percent from 2000-2010.
  • Screening rates for all these cancers was much lower among the uninsured or those who didn't have a regular doctor.

The Affordable Care Act is expected to lower these barriers to access by expanding insurance coverage, the authors said.

"Other efforts are needed, such as developing systems that identify persons eligible for cancer screening tests, actively encouraging the use of screening tests, and monitoring participation to improve screening rates," the authors added.

Wounded Giffords resigns from Congress (Reuters)

TUCSON, Ariz (Reuters) ? Representative Gabrielle Giffords, gravely wounded a year ago in a deadly Tucson shooting spree, submitted her resignation from Congress on Wednesday to focus on her recovery.

"The only way I ever served my district in Congress was by giving 100 percent. This past year that's what I have given to my recovery," Giffords said in letters to House of Representatives Speaker John Boehner and Arizona Governor Jan Brewer.

"This past year my colleagues and staff have worked to make sure my constituents were represented in Congress. But if I can't return, my district deserves to elect a U.S. Representative who can give 100 percent to the job," she added.

Her resignation will be effective at the end of the day on Wednesday.

The three-term Arizona Democrat was holding a meet-and-greet event at a Tucson supermarket on January 8 last year when a gunman opened fire.

Six people were killed, including a 9-year-old girl and a federal judge, and 12 others were wounded including Giffords, who was shot through the head.

She has since received intensive therapy at a Texas hospital to recover from the injury that left her with broken speech and a marked limp.

Giffords announced she would step down on Sunday, and has since carried out final visits and duties in the swing district where she won reelection by only 4,000 votes in 2010, a year that saw many Democrats lose seats.

On Tuesday night, she received a standing ovation from colleagues and a hug and kiss from President Barack Obama in an emotional appearance at the State of the Union address in Washington.

Giffords cast a last vote in the House on Wednesday for legislation she crafted with Republican colleague Rep. Jeff Flake to levy new penalties on traffickers using small, low-flying aircraft to smuggle drugs across the U. S. border from Mexico.

In a rare display of bipartisanship, the vote on the Giffords legislation was 408 to 0.

A centrist seen is a rising Democratic star in Congress, Giffords pledged on Wednesday to return to public service in the future.

"Every day, I am working hard. I will recover and will return, and we will work together again, for Arizona and for all Americans," she wrote.

'She wants the best for me'

LONDON - Sun and sand in Tahiti or the gray skies of northwest England? For Tim Ream, there was only one choice.

Contacted by English Premier League club Bolton the day after his wedding, the 24-year-old American defender canceled his honeymoon on the Pacific island and headed east instead.

Ream convinced Bolton manager Owen Coyle of his worth while training in December with Bolton's squad and completed a transfer from Major League Soccer's New York Red Bulls on Thursday.

"I was married for all of 24 hours when I got the phone call," Ream said. "The manager asked if I'd be willing to cancel the honeymoon and come to Bolton and honeymoon here. As much as we were disappointed that we had to pass up the trip, I think we both knew it was in our best interests. Hopefully, it shows my commitment to being here and doing well here."

Ream's wife took a little more convincing.

"I can't really repeat what she said," Ream said. "But her and I have talked, and as long as we're together in whatever we do I think both of us will be happy. She wants the best for me, and I just want her to be happy.

"If she says tomorrow that she wants something, then I guess I'll have to give it to her."

Ream fills the gap in Bolton's roster created by the sale of Gary Cahill to Chelsea earlier in Europe's January transfer window.

Ream joins fellow American Stuart Holden, who signed with Bolton in January 2010. The midfielder, a member of the 2010 U.S. World Cup team, has been limited to one appearance since March because of a knee injury.

The transfer fee of about $2.75 million is the highest for an MLS defender and sixth overall, trailing only those for Maurice Edu, Jozy Altidore, Stern John, Tim Howard and Clint Dempsey.

Ream signed a 3?-year contract. Coyle said Arsenal wanted to sign Ream before the current English season.

"I knew there was interest in me when I came over last year and trained for a couple of weeks, and then after Christmas time things really did start to ramp up," Ream said. "Negotiations started, and that's when I knew things were getting serious. Even before that week I aimed to challenge myself in England and, if an opportunity arose, I wanted to come over and try to make it here."

Coyle is sure Ream has what it takes to succeed in the Premier League.

"He is a U.S. international ? a player that year-on-year has progressed and got better, and he will continue to do that," Coyle said. "Tim is everything that we want in the players we are bringing to the club when we spend in the transfer market. He is young, has a tremendous attitude and a winning mentality."

A finalist for the MLS Rookie of the Year award in 2010, Ream was selected to the MLS All-Star team last year and has played seven times for the U.S. national team.

"This was a hard decision for me considering the fact that I enjoyed playing for the Red Bulls and was looking forward to the upcoming MLS season," Ream said. "However, after consulting with those closest to me, I decided that this was a once in a lifetime chance that I could not pass up."

Bolton is 17th in the 20-team Premier League, just a point above the relegation zone after 22 of 38 matches.

NEW ORLEANS ? A BP executive is expected to be the first witness to testify at a trial next month designed to identify the causes of a deadly rig explosion that spawned a massive oil spill in the Gulf of Mexico in 2010.

In a court filing Tuesday, plaintiffs' lawyers said BP America Chairman and President Lamar McKay is the first witness they intend to call after the trial's opening statements. They also intend to call Mark Bly, BP's executive vice president for safety and operational risk, during the first week of a trial scheduled to start Feb. 27.

U.S. District Judge Carl Barbier will preside over the three-phase trial without a jury. He oversees tens of thousands of claims spawned by the April 20, 2010, explosion of the Deepwater Horizon oil rig.

Katherine Heigl Regrets Leaving 'Grey's Anatomy' (VIDEO)

Katherine Heigl left her role as Dr. Izzie Stevens on "Grey's Anatomy" after five seasons in 2010 to focus on her movie career and being a mom. But now, the actress is having second thoughts about her decision. Heigl told the "The View" (weekdays on ABC) on Monday that she regrets leaving the show and has approached its writers about a possible return.

When Barbara Walters asked her if she's sorry she left, Heigl -- who had her adopted daughter Naleigh by her side -- said that she was. "Oh yeah, sometimes, yeah. You miss it. I miss my friends. It was a great work environment ... and it becomes a family. I spent six years together with these people every day ... you grow up together, in a way," she reflected.

Heigl also echoed comments she made last week saying she'd love to return to "Grey's" to see where her character is now. She's let the show's producers know she'd like to return, but hasn't yet been asked back. Heigl said she understands how complicated her return might be with so many characters and story lines already ongoing.

"I always felt that if they wanted me to come back and sort of wrap up that storyline ... I want them to know that I'm down with it if they want me to, but I completely understand if it doesn't necessarily work ... They've got a lot of story lines going on there," she explained.

Iran slams EU oil embargo, warns could hit U.S. (Reuters)

TEHRAN/BRUSSELS (Reuters) ? Iran accused Europeans on Monday of waging "psychological warfare" after the EU banned imports of Iranian oil, and U.S. President Barack Obama said Washington would impose more sanctions to address the "serious threat presented by Iran's nuclear program."

The Islamic Republic, which denies trying to build a nuclear bomb, scoffed at efforts to choke its oil exports, as Asia lines up to buy what Europe scorns.

Some Iranians also renewed threats to stop Arab oil from leaving the Gulf and warned they might strike U.S. targets worldwide if Washington used force to break any Iranian blockade of a strategically vital shipping route.

Yet in three decades of confrontation between Tehran and the West, bellicose rhetoric and the undependable armory of sanctions have become so familiar that the benchmark Brent crude oil price edged only 0.8 percent higher, and some of that was due to unrelated currency factors.

"If any disruption happens regarding the sale of Iranian oil, the Strait of Hormuz will definitely be closed," Mohammad Kossari, deputy head of parliament's foreign affairs and national security committee, told Fars news agency a day after U.S., French and British warships sailed back into the Gulf.

"If America seeks adventures after the closure of the Strait of Hormuz, Iran will make the world unsafe for Americans in the shortest possible time," Kossari added, referring to an earlier U.S. pledge to use its fleet to keep the passage open.

In Washington, Obama said in a statement that the EU sanctions underlined the strength of the international community's commitment to "addressing the serious threat presented by Iran's nuclear program."

"The United States will continue to impose new sanctions to increase the pressure on Iran," Obama said.

The United States imposed its own sanctions against Iran's oil trade and central bank on December 31. On Monday it imposed sanctions on the country's third-largest bank, state-owned Bank Tejarat and a Belarus-based affiliate, for allegedly helping Tehran develop its nuclear program.

The EU sanctions were also welcomed by Israel, which has warned it might attack Iran if sanctions do not deflect Tehran from a course that some analysts say could potentially give Iran a nuclear bomb next year.

U.S. Secretary of State Hillary Clinton said in a statement with Treasury Secretary Timothy Geithner: "This new, concerted pressure will sharpen the choice for Iran's leaders and increase their cost of defiance of basic international obligations."

U.S. ambassador to the United Nations, Susan Rice, reiterated Washington's commitment to freedom of navigation in the Strait of Hormuz. "I think that Iran has undoubtedly heard that message and would be well advised to heed it," she said at a meeting of the board of governors of the American Jewish Committee in New York.

CALLS FOR TALKS

Germany, France and Britain used the EU sanctions as a cue for a joint call to Tehran to renew long-suspended negotiations on its nuclear program. Russia, like China a powerful critic of the Western approach, said talks might soon be on the cards.

Iran, however, said new sanctions made that less likely. It is a view shared by some in the West who caution that such tactics risk hardening Iranian support for a nuclear program that also seems to be subject to a covert "war" of sabotage and assassinations widely blamed on Israeli and Western agents.

The European Union embargo will not take full effect until July 1 because the foreign ministers who agreed the anticipated ban on imports of Iranian crude at a meeting in Brussels were anxious not to penalize the ailing economies of Greece, Italy and others to whom Iran is a major oil supplier. The strategy will be reviewed in May to see if it should go ahead.

Curbing Iran's oil exports is a double-edged sword, as Tehran's own response to the embargo clearly showed.

Loss of revenue is painful for a clerical establishment that faces an awkward electoral test at a time of galloping inflation which is hurting ordinary people. But since Iran's Western-allied Arab neighbors are struggling to raise their own output to compensate, the curbs on Tehran's exports have driven up oil prices and raised costs for recession-hit Western industries.

A member of Iran's influential Assembly of Experts, former Intelligence Minister Ali Fallahian, said Tehran should respond to the delayed-action EU sanctions by stopping sales to the bloc immediately, denying the Europeans time to arrange alternative supplies and damaging their economies with higher oil prices.

"The best way is to stop exporting oil ourselves before the end of this six months and before the implementation of the plan," the semi-official Fars news agency quoted him as saying.

'PSYCHOLOGICAL WARFARE'

"European Union sanctions on Iranian oil is psychological warfare," Iranian Foreign Ministry spokesman Ramin Mehmanparast said. "Imposing economic sanctions is illogical and unfair but will not stop our nation from obtaining its rights."

Deputy Foreign Minister Abbas Araqchi told the official IRNA news agency that the more sanctions were imposed on Tehran "the more obstacles there will be to solve the issue".

Iran's Oil Ministry issued a statement saying the sanctions did not come as a shock. "The oil ministry has from long ago thought about it and has come up with measures to deal with any challenges," it said, according to IRNA.

Mehmanparast said: "The European countries and those who are under American pressure, should think about their own interests. Any country that deprives itself from Iran's energy market, will soon see that it has been replaced by others."

China, Iran's biggest customer, has resisted U.S. pressure to cut back its oil imports, as have other Asian economies to varying degrees. India's oil minister said on Monday sanctions were forcing Iran to sell more cheaply and that India planned to take full advantage of that to buy as much as it could.

The EU measures include an immediate ban on all new contracts to import, purchase or transport Iranian crude and petroleum products. However, EU countries with existing contracts can honor them up to July 1.

EU officials said they also agreed to freeze the assets of Iran's central bank and ban trade in gold and other precious metals with the bank and state bodies.

EU foreign policy chief Catherine Ashton said: "I want the pressure of these sanctions to result in negotiations."

"I want to see Iran come back to the table and either pick up all the ideas that we left on the table ... last year ... or to come forward with its own ideas."

Iran has said it is willing to hold talks with Western powers, though there have been mixed signals on whether conditions imposed by both sides make new negotiations likely.

IAEA INSPECTORS VISIT

The Islamic Republic says it is enriching uranium only for producing electricity and other civilian uses. The start this month of a potentially bomb-proof - and once secret - enrichment plant has deepened skepticism abroad, however.

The United Nations' nuclear watchdog, the International Atomic Energy Agency, confirmed plans for a visit next week by senior inspectors to try to clear up questions raised about the purpose of Iran's nuclear activities. Tehran is banned by international treaty from developing nuclear weaponry.

"The Agency team is going to Iran in a constructive spirit, and we trust that Iran will work with us in that same spirit," IAEA chief Yukiya Amano said in a statement announcing the January 29-31 visit.

Iran, whose regional policies face a setback from the difficulties of its Arab ally, Syrian President Bashar al-Assad, has powerful defenders in the form of Russia, which has built Iran a reactor, and China. Both permanent U.N. Security Council members argue that Western sanctions are counter-productive.

Russian Foreign Minister Sergei Lavrov, classifying the EU embargo among "aggravating factors", said Moscow believed there was a good chance that talks between six global powers and Iran could resume soon and that Russia would try to steer both Iran and the West away from further confrontation.

His ministry issued an official statement expressing "regret and alarm": "What is happening here is open pressure and diktat, an attempt to 'punish' Iran for its intractable behavior.

"This is a deeply mistaken approach, as we have told our European partners more than once. Under such pressure Iran will not agree to any concessions or any changes in its policy."

But that argument cuts no ice with the U.S. administration, for which Iran - and Israel's stated willingness to consider unilateral military action against it - is a major challenge as Obama campaigns for re-election against Republican opponents who say he has been too soft on Tehran.

Beijing releases key air pollution data (AP)

BEIJING ? Caving to public pressure, Beijing environmental authorities started releasing more detailed air quality data Saturday that may better reflect how bad the Chinese capital's air pollution is.

The initial measurements were low on a day where you could see blue sky. After a week of smothering smog, the skies over the city were being cleared by a north wind.

The readings of PM2.5 ? particulate matter less than 2.5 micrometers in size or about 1/30th the average width of a human hair ? were being posted on Beijing's environmental monitoring center's website. Such small particulates can penetrate deep into the lungs, so measuring them is considered a more accurate reflection of air quality than other methods.

It is the first time Beijing has publicly revealed PM2.5 data and follows a clamor of calls by citizens on social networking sites tired of breathing in gray and yellow air. The U.S. Embassy measures PM2.5 from a device on its rooftop and releases the results, and some residents have even tested the air around their neighborhoods and posted the results online.

Beijing is releasing hourly readings of PM2.5 that are taken from one monitoring site about 4 miles (7 kilometers) west of Tiananmen Square, the monitoring center's website said Saturday. It said the data was for research purposes and the public should only use it as a reference.

The reading at noon Saturday was 0.015 mg/m3, which would be classed as "good" for a 24-hour exposure at that level, according to U.S. Environmental Protection Agency standards. The U.S. Embassy reading taken from its site on the eastern edge of downtown Beijing said its noon reading was "moderate." Its readings are posted on Twitter.

Steven Andrews, an environmental consultant who has studied Beijing's pollution data since 2006, said he was "already a bit suspicious" of Beijing's PM2.5 data. Within the 24-hour period to noon Saturday, Beijing reported seven hourly figures "at the very low level" of 0.003 milligrams per cubic meter.

"In all of 2010 and 2011, the U.S. Embassy reported values at or below that level only 18 times out of over 15,000 hourly values or about 0.1 percent of the time," said Andrews. "PM2.5 concentrations vary by area so a direct comparison between sites isn't possible, but the numbers being reported during some hours seem surpisingly low."

The Beijing center had promised to release PM2.5 data by the start of the Chinese Lunar New Year on Monday. It has six sites that can test for PM2.5 and 27 that can test for the larger, coarser PM10 particles that are considered less hazardous. The center is expected to buy equipment and build more monitoring sites to enable PM2.5 testing.

Beijing wasn't expected to include PM2.5 in its daily roundups of the air quality anytime soon. Those disclosures, for example "light" or "serious," are based on the amount of PM10, sulfur dioxide and nitrogen dioxide in the air.

Beijing interprets air quality using less stringent standards than the U.S. Embassy, so often when the government says pollution is "light," the embassy terms it "hazardous."

"There has been tremendous amounts of attention in the Chinese media ? whichever newspaper you pick up, whichever radio station you listen to, channel you watch ? they are all talking about PM2.5 and how levels are so high," said Andrews.

"What has been so powerful is that people are skeptical, and I think rightly skeptical," about the government's descriptions of data, he said.

Former kidnap victim Elizabeth Smart engaged to marry (Reuters)

SALT LAKE CITY (Reuters) ? Elizabeth Smart, who was kidnapped at age 14 from her Salt Lake City home and held for what she described as "nine months of hell," is engaged to be married and anticipates a wedding in early summer, a family spokesman said on Friday.

Smart, now a 24-year-old advocate for missing children and occasional TV news commentator, has not publicly identified her fiance, spokesman Chris Thomas said.

"Elizabeth got engaged this past weekend," Thomas said in a written statement. "A date for the wedding has not been set but the couple anticipates early summer."

"While she plans to be very publicly involved with her child advocacy work, she has decided she wants to keep the details of her personal life private," Thomas added.

Smart was abducted at knifepoint from her bedroom in June 2002 by a homeless street preacher, Brian David Mitchell, and was repeatedly raped and forced to wander with her captor from town to town for nine months.

She was freed after being spotted by passers-by in a Salt Lake City suburb in 2003.

Mitchell was convicted in 2010 of kidnapping and unlawful transportation of a minor across state lines to engage in sexual activity. He was sentenced in May to life in prison.

Smart testified during Mitchell's trial, describing her time as his captive as "nine months of hell."

Mitchell's wife, Wanda Barzee, was sentenced to a 15-year prison term in 2010 after pleading guilty to conspiracy and cooperating with prosecutors in the case against Mitchell.

ABC News announced in July it had hired Smart as a contributor on stories about missing persons.

Oil rig to begin Cuba exploration

A large oil rig has arrived off the coast of Cuba to begin searching for offshore oil deposits.

Several international companies will use the rig to drill exploratory wells in deep water in the Florida Strait, which separates Cuba from the US.

Cuba is hoping to confirm estimates that it has billions of barrels of oil in offshore fields.

But there is concern in the US that a deep water spill could devastate the coast of Florida.

The Chinese-built rig - known as Scarabeo 9 - could be seen from the Cuban capital Havana as it moved slowly west.

First to use it will be the Spanish oil company Repsol YPF, which plans to drill an exploratory well around 100km (62 miles) from the Florida Keys.

Other foreign companies are also planning to hire the rig.

Environmental concern

Cuba already produces some oil from small onshore and coastal deposits, but depends for most of its fuel on subsidised imports from its ally, Venezuela.

If confirmed, the estimated offshore deposits could turn Cuba into an oil exporter and transform its troubled socialist economy.

But the project has caused anxiety in the US, particularly following the 2010 leak at BP's Deepwater Horizon rig, which dumped millions of barrels of oil into the Gulf of Mexico.

The Scarabeo-9 will be drilling in even deeper waters, and sea currents mean that any spill would threaten the Florida coast.

But the US trade embargo against Communist Cuba would limit the ability of US companies and government agencies to respond to any environmental disaster.

Repsol has said that its operations will comply with all US safety regulations, and the rig has been inspected by US officials.

Johnny Ramone's autobiography to be released (AP)

NEW YORK ? Eight years after he died of prostate cancer, Johnny Ramone's autobiography is finally being published.

"Commando: The Autobiography of Johnny Ramone" is set for release April 2 by Abrams Image. In an interview Tuesday, his widow, Linda, described the book as "kind of his last word that he knew would be out."

"It is a really powerful book because his whole life has gone before him and he knows it's going to come to an end, and he really needs to tell everybody what he's feeling inside, so that's what makes it so amazing," she added later. "That is the biggest, most powerful thing, writing a book when you know you're dying."

Johnny Ramone, whose real name was John Cummings, was one of the founding members of the legendary New York City-based punk band the Ramones, members of the Rock and Roll Hall of Fame. Considered one of the most influential guitarists in rock, he died in 2004 at age 55 after battling cancer for five years.

Linda Ramone said he started writing the book when he first became ill: "Johnny's legacy to him was so important, even while he was sick. ... It was like he knew he was dying, and he wanted to do something."

The 176-page book is filled with pictures selected by his wife. It includes Ramone's musings from his childhood to his struggle with cancer. It also features other personal stories, including the attack on him that left him hospitalized, his altercation with Malcolm McLaren and his romance with Linda, who once dated Joey Ramone, the Ramones' frontman, leading to a yearslong rift between the two musicians.

"It's whatever people make out of it. I guess it was some sort of love triangle ? Joey, Johnny and me. It happened, and of course he talks about it and he talks about how he feels about it," Linda said. "The three of us all probably have a different story, but this is Johnny's story."

Band mate Tommy Ramone, the only surviving member of the original band, wrote the foreword. In a statement, he said: "Johnny Ramone's autobiography is a no holds barred, straight-forward book written in a no-nonsense style that is Johnny personified. His story is written in his own actual words, so the reader gets an insight into what made him the unique, charismatic and exciting individual that he was. It also gives a great view of The Ramones from Johnny's perspective."

The epilogue was written by close friend Lisa Marie Presley.

Linda Ramone said the book was originally planned to have interviews with Ramone's friends, but she decided to only include her husband's words.

"It didn't make Johnny Ramone's book more powerful by having other people in the book talking about him," she said. "This is nobody else's story. This is Johnny Ramone's story, talking about Johnny Ramone."

She said several factors were responsible for the delay in the book's release, including lawsuits involving the band after Ramone died and other projects she was undertaking for his fans.

"Between all those years of doing different things for his legacy, I always had the book. But there was never the right time for the book," she said.

Linda said her husband never stopped working on the book, even during chemotherapy treatments.

"He wasn't feeling well all the time, but that never stopped Johnny," she said. "Johnny was indestructible."

She hopes to publish another book of photos of Ramone, and hopes the book will lead to a Ramones biopic.

"This is the first book I can honestly see that really has enough in it to make it such an interesting story, because this is Johnny talking about Johnny," she said. "No Ramone movie could be as cool as Johnny's story."

Wikipedia editors question site's planned blackout

(AP) ? Can the world live without Wikipedia for a day? The planned shutdown of one of the Internet's most-visited sites is not sitting well with some of its volunteer editors, who say the protest of anti-piracy legislation could threaten the credibility of their work.

"My main concern is that it puts the organization in the role of advocacy, and that's a slippery slope," said editor Robert Lawton, a Michigan computer consultant who would prefer that the encyclopedia stick to being a neutral repository of knowledge. "Before we know it, we're blacked out because we want to save the whales."

Wikipedia will shut down access to its English-language site for 24 hours beginning at midnight Eastern Standard Time on Tuesday. Instead of encyclopedia articles, visitors will see information about the two congressional bills and details about how to reach lawmakers.

It is the first time the English site has been blacked out. Wikipedia's Italian site came down once briefly in protest to an Internet censorship bill put forward by the Berlusconi government. The bill did not advance.

The shutdown adds to a growing body of critics who are speaking out against the legislation. But some editors are so uneasy with the move that they have blacked out their own user profile pages or resigned their administrative rights on the site to protest. Some likened the site's decision to fighting censorship with censorship.

One of the site's own "five pillars" of conduct says that Wikipedia "is written from a neutral point of view." The site strives to "avoid advocacy, and we characterize information and issues rather than debate them."

Wikipedia founder Jimmy Wales argues that the site can maintain neutrality in content even as it takes public positions on issues.

"The encyclopedia will always be neutral. The community need not be, not when the encyclopedia is threatened," he tweeted.

The Wikimedia Foundation, which administers the site, announced the blackout late Monday, after polling its community of volunteer contributors and editors and getting responses from 1,800 of them. The protest is aimed at the Stop Online Piracy Act in the House and the Protect Intellectual Property Act under consideration in the Senate.

"If passed, this legislation will harm the free and open Internet and bring about new tools for censorship of international websites inside the United States," the foundation said.

Both bills are designed to crack down on sales of pirated American products overseas, and they have the support of the film and music industry. Among the opponents are many Internet companies such as Google, Facebook, Yahoo, Twitter, eBay and AOL. They say the bills would hurt the industry and infringe on free-speech rights.

Social news website Reddit.com is shutting down for 12 hours on Wednesday, but most companies are staying up. Google Inc. said it will display its opposition to the bill on its home page in some fashion.

Dick Costollo, CEO of Twitter, said he opposes the legislation as well, but shutting down the service was out of the question.

"Closing a global business in reaction to single-issue national politics is foolish," Costollo tweeted.

Since Wikimedia depends on a small army of volunteers who create and update articles, it's particularly concerned about a lack of exemptions in the bills for sites where users might contribute copyrighted content. Today, it has no obligation under U.S. law except removing that content if a copyright holder complains. But under the House version of the bill, it could be shut down unless it polices its own pages.

The plans for the protest were moving forward even though the bill's prospects appeared to be dimming. On Saturday, Rep. Darrell Issa, a California Democrat, said the bill would not move to the House floor for a vote unless consensus is reached. However, Lamar Smith, a Texas Republican, said work on the bill would resume next month.

The White House raised concerns over the weekend, pledging to work with Congress to battle piracy and counterfeiting while defending free expression, privacy and innovation in the Internet. The administration signaled it might use its veto power, if necessary.

That the bill seems unlikely to pass is another reason Lawton opposes the blackout.

"I think there are far more important things for the organization to focus aside from legislation that isn't likely to pass anyway," he said. He's been contributing to Wikipedia for eight years.

Danny Chia, another contributor to the site, said he had mixed feelings about the blackout. The neutrality applies to the content, but a lot of people interpret it as being about the site as a whole, said the Los Altos, Calif., software engineer.

In an online discussion, others raised the same point about the blackout: Appearances matter, and if the audience sees Wikipedia taking a stand, it might not believe the articles are objective, either.

Wikipedia has seen a small decline in participation, from a peak of 100,000 active editors a year ago to about 90,000 now. Wikimedia Foundation blames this mainly on outdated editing tools, and believes it can get the number growing again with software upgrades.
