Consumer confidence highest in over a year

NEW YORK ? Consumer confidence rebounded to its highest level in more than a year in March as optimism about jobs and income overcame higher prices at the gasoline pump, said a survey released on Friday.

The Thomson Reuters/University of Michigan's final March reading for the overall consumer sentiment index rose to 76.2, the highest since February 2011, from 75.3 in February.

The final March figure rose from a preliminary reading of 74.3 and was above economists' median forecasts of 74.7.

"Consumer confidence edged upward as more favorable income and job trends offset rising gas prices," survey director Richard Curtin said in a statement.

The barometer of current economic conditions ended at 86.0 in March, also the highest level since February 2011. This improved on the preliminary reading of 84.2 and February's 83.0. Analysts had predicted a reading of 84.5.

The gauge of consumer expectations was 69.8 at the end of March, above the preliminary reading of 68.0 but below February's 70.3. Analysts had expected no change for the index from the preliminary figure.

The survey's one-year inflation expectation dipped to 3.9 percent from 4.0 percent in early March. It still ended the month at its highest level since last May and up from 3.3 percent in February.

The survey's five-to-10-year inflation outlook held steady at 3.0 percent versus early March. It was up from 2.9 percent in February.

Official: French gunman's mother released

PARIS (AP) ? The mother of the Frenchman accused of killing seven people in a shooting rampage has been released without charge, a judicial official said Saturday.

Zoulika Aziri was freed late Friday, the official said on condition of anonymity because the information wasn't cleared for public release.

Aziri's son, Mohamed Merah, is blamed for a series of deadly shootings which have shocked France and upended the country's presidential race.

Merah, who claimed allegiance to al-Qaida, died in a hail of gunfire Thursday after a dramatic 32-hour standoff with police in Toulouse.

Merah had filmed himself carrying out attacks in southern France that began March 11 and killed three Jewish schoolchildren, a rabbi and three French paratroopers with close-range shots to the head, prosecutors say. Another Jewish student and a paratrooper were wounded.

Investigators are trying to figure out whether the Frenchman of Algerian descent acted alone, and his older brother Abdelkader Merah, along with Abdelkader's girlfriend, remain in police custody in Paris.

Key questions include how Mohamed Merah, described by French intelligence boss Ange Mancini as "a little failure from the suburbs," was able to amass an arsenal of weapons ? including an Uzi sub-machinegun ? and rent a car, despite having no clear source of income.

Mancini told French broadcaster BFMTV that Merah told police during the siege that he bought the weapons for 20,000 euros, using money he acquired through break-ins and holdups.

Mancini said he believed that Merah was telling the truth about that, but suggested that forensic police would be examining the guns for clues as to where Merah got them.

"The weapons, too, will talk," Mancini said.

Merah had claimed that neither his mother nor his brother knew of his plans, but police union spokesman Michel Crepin told reporters that detectives have already gathered evidence to suggest that Abdelkader may have helped his brother carry out the shootings.

Asked what police had on the brother, Crepin said there was evidence to suggest that Abdelkader Merah had "furnished means (and) worked as an accomplice."

Crepin refused to comment further, saying it was for a judge to decide what charges, if any, to bring. Under French law if either of the two continue to be held beyond the weekend, preliminary charges will have to be filed.

Abdelkader had already come under police radar, according to officials. He was questioned several years ago about alleged links to a network sending Toulouse-area youths to Iraq, but no action was brought against him at the time.

Back in the southern French city of Toulouse, where Merah held out in an apartment building for more than a day against one of France's most elite police units, residents were beginning to return home to inspect the damage.

Video footage shot by police of the inside of Merah's apartment showed a shattered three-room residence strewn with debris from the fighting and gaping bullet holes in the walls.

Building resident Farida Bohama was quoted by France's Le Figaro newspaper as saying nothing would ever be the same.

Eric Marcelo - Indie Author: From Public Speaking to Writing

I joined Toastmasters International back in 2003 and grew a lot as a public speaker. I've joined contests--and won a few of them--, made numerous presentations, conducted seminars, and been sought after as a speech trainer and adviser. So, what is a Toastmaster doing trying to develop himself as a writer?

Looking back in history, the idea that I may make it as a writer actually started early in my years as a Toastmaster. After delivering one of my basic speeches, my evaluator commented that I had the makings of a good storyteller. Of course, the thought of becoming a writer had not occurred to me back then. I was totally focused on developing as a speaker and even thought of becoming a paid speaker by conducting seminars and training others in public speaking. In retrospect, continuing with Toastmasters was the right thing to do for my future as a writer and here's why:

Some of what I've learned in Toastmasters actually apply to writing. The very first thing new Toastmasters learn about public speaking is that your speech must have an opening, a body, and a conclusion. In your first speech, that's all they really tell you. As you progress through your training, you learn techniques on how to create good, attention-getting openings; how to make transitions between points in the body of your speech; and make memorable, motivating, and inspiring conclusions. The same can also apply to writing. In fact, if you think about it, a speech usually starts in written form before it is delivered orally.

Another learning is that you should avoid using jargon. Jargon is a language used by a group or profession. So, doctors have a jargon all their own, as do lawyers. If you're speaking in front of office-mates, you can get away with using your company's jargon. But if you're delivering a speech to a mixed group, use common or simple words. The same advice works for writing.

Staying with words, one of the best advice I've ever received is to try to experiment with using different words from the one you originally thought of using. In one speech, I used the word ?audacious? instead of ?brave? and made the speech that one little bit better. Be careful,, however, of using too many uncommon words else your audience or readers will focus on wondering what the words mean instead of understanding the message or hearing the story.

Speaking styles vary widely. Some people like to speak in an oratorical manner, while others prefer to use a more conversational tone. Both styles have their place. Most writers use the conversational tone but even oratorical writing can be a good read. The Gettysburg Address is an inspiring speech whether you hear it or read it.

So, in terms of writing skills, I'd say Toastmasters gave a lot to me. But skills alone don't make a writer. You have to want-to-be a writer. So, what was it that got me into this thing?

I would have to say that it's the reach. When I'm talking to a roomful of people or an auditorium or function room filled with 200 to 400 people, that's how many people I'm reaching with my words. With writing, it's potentially a lot more, much more if I do it right. Of course, you can reach a lot of people with public speaking too, if you're always on the speaking circuit.

I haven't quite given up on public speaking. Speaking and writing are two different things but they both give me a different kind of lift and they can even complement each other. I've tasted public speaking so I guess, I need to give my writing a chance to grow as well.

Leaders Are The Best Teachers
When a management consulting firm conducted a study a few years ago, they formed two groups of folks to be trained in new systems and processes.?One group was trained by professional trainers.?For the second group, the professionals trained the boss and the boss trained the people today.?Immediately after training, both groups were tested to determine how well they had learned.?

Which group tested higher??Well, um, uh, well, it was the professionally trained group.

Wait a minute, there?s more. The same testing was conducted six months later.?Guess what??The retention of the material was much higher for the group trained by their own boss.

If you think about it, neither result should surprise you.?Unless a boss is a pretty gifted teacher, he or she won?t be as effective as a professional trainer.?The professional trainer, however, won?t be hanging around when the formal training ends.?The boss can reinforce the training materials, and can ensure they are applied on the job.

Teaching, and specifically leader led teaching, is an important and often overlooked change management concept.

You Can Do It
First of all, if you are in a leadership position, you are already a instructor.?Every day you?re guiding persons in the expectation that they will think for themselves and apply your guidance in their jobs.?(If you?re telling them what to do, you?re not a leader ? more like a supervisor).
Granted, there?s a difference between day to day guidance and formal teaching.?Even if you?re not a great speaker or don?t enjoy the formal classroom setting, just think about some of your qualifications:

You know the subject matter
You know the students
You have a vested interest in their success
You have a passion for what you?re going to teach (hopefully!)
These are advantages that are going to outweigh any limitations you have as a result of not being a trained instructor.?

Some Tips to Help You Succeed as a Teacher
Commit the Time ? When you?re teaching your staff, you have the luxury of spreading the training out, perhaps 2 hours per day for a week instead of a dedicated day and a half.?Go for it, but whatever time on whatever days you schedule for training, stick to it.?Don?t cancel, and don?t allow interruptions to the training schedule.

Teach, Don?t Preach ? Your goal is to share information and enable people to apply it.?Help persons understand what?s in it for them as you address what?s changing.

Ask Questions ? It?s a great way to test understanding, for you and your students.

Invite Dialogue ? That?s what asking questions will do.?Your job gets easier when the students are discussing what?s being taught.?You just have to step in when they get stuck.

Repetition ? Alter management ideas need to be repeated in order to be absorbed.?In other words, change management ideas need to be repeated in order to be absorbed.?Enough said.

Practice Ego Sacrifice ? You are not a professional instructor, and you may find you?re struggling with teaching certain things like technical ideas.?Remember that it?s the long term results that make you the right choice for this particular job, and be willing to let your students know that you need their help at times.

UK budget's hit on pensioners provokes ire

LONDON (AP) ? The British government faced an angry backlash Thursday to its decision to phase out age-related allowances, a move that's been denounced as a "granny tax" to pay for tax cuts for the rich.

The morning newspapers made uncomfortable reading for George Osborne, the finance minister, who unveiled his budget a day earlier. The biggest headline-grabbing initiatives were the cut in the top income tax rate from 50 percent to 40 percent, effective next year and a reduction in the corporation tax rate for businesses, that's already encouraged drug maker GlaxoSmithKline to invest in its first new factory in England in forty years.

But, having digested the small print, many newspapers that traditionally back Osborne's Conservative Party were up in arms on the impact on retirees.

"Osborne picks the pockets of pensioners," said the Daily Mail headline, while the Daily Telegraph said Osborne had "mounted a 3 billion pounds 'stealth' raid on middle-class pensioners."

In a round of interviews Thursday morning, Osborne insisted that "no one loses any cash from this budget."

Pensioners, he said, "will be better off because the basic state pension is going up in a couple of weeks time by over 5 pounds ($8) a week."

Documents published alongside the budget indicate that the Treasury expects a windfall of around 3.3 billion pounds ($5.2 billion) through to the 2016-17 fiscal year from the changes to the tax allowances to pensioners.

"Anyone retiring in the future will face frozen personal allowances and tax rate thresholds meaning more of their income will be dragged into the tax net and more pensioners having to submit tax returns," said Angela Beech, partner at the accounting firm Blick Rothenberg.

While Osborne's budget assumes that the British economy will grow by 0.8 percent this year, there was worse than expected news Thursday on retail activity. The Office for National Statistics reported that retail sales fell by 0.8 percent in February, twice as much as expected. The January advance was also revised downward from 0.9 percent to 0.3 percent.

"The data puts a real dent in hopes that the consumer may be perking up appreciably and tempers hopes that GDP will see a relatively decent return to growth in the first quarter ," said Howard Archer, chief European economist at IHS Global Insight.

While Britain's retirees were working out how they would fare from the measures announced, businesses generally hailed the decision to cut corporation tax from 26 percent to 24 percent.

Drug maker GlaxoSmithKline was so cheered by the budget provisions that it announced Thursday it is to invest in its first new factory in England for 40 years. It said it was investing 350 million pounds ($556 million) in a new factory in northwestern England, as well as improving two other factories.

The company said the move comes in the wake of Osborne's move on taxes and well as his long-expected announcement that the government would begin phasing in a "patent box" next year, eventually reducing the tax rate on patent income to 10 percent.

"The introduction of the patent box has transformed the way in which we view the U.K. as a location for new investments, ensuring that the medicines of the future will not only be discovered, but can also continue to be made here in Britain," said Andrew Witty, GSK's chief executive.
