Analysis: Medicare premium support idea rising from ashes?

WASHINGTON (Reuters) - Just months after President Barack Obama's re-election ended Republican hopes of controlling U.S. healthcare policy, one of the most controversial Republican proposals for Medicare is showing signs of rising from the political ashes.

Premium support, a policy idea that would greatly expand the role of private insurers in providing Medicare coverage for hospital and doctor services, was considered dead soon after Republican Mitt Romney's November loss to Obama, when polls showed registered voters rejecting it by 2-to-1 margins.

But premium support is gaining fresh momentum among congressional Republicans as a way to control Medicare spending as the debate rages over entitlement reform and the deficit, say analysts, lobbyists and congressional aides.

"It's an idea that becomes more politically seaworthy with every passing day, because there are no other legitimate alternatives that can simultaneously control costs in a rational fashion and broaden access to quality care," said Robert Moffitt of the conservative Heritage Foundation.

U.S. Rep. Paul Ryan, Romney's former running mate and the Republican most identified with premium support, is expected to embrace the policy for a third consecutive year in the budget he will soon release as chairman of the House Budget Committee.

A spokesman for the Wisconsin congressman declined to discuss the budget. But others with knowledge of closed-door discussions said the party's caucus would not back down after retaining support among elderly voters in 2012, despite Democratic attacks on the Republicans' Medicare position.

"They feel like they won the premium-support battle last year. So they're not at all shy about taking that on again," said a lobbyist with strong Republican ties.

Democrats are likely to reject the idea again. Many doubt the premium-support model can control spending, and charge that it would instead privatize the $590 billion-a-year Medicare program that serves 50 million elderly and disabled Americans.

With Congress now looking set to accept $1.2 trillion in automatic "sequester" spending cuts as deficit reduction, including a 2 percent across-the-board cut for Medicare, some congressional aides say the entitlement debate over Medicare, Social Security and Medicaid could be delayed for months.

"The sequester doesn't solve the deficit problem. But if it went through, for some time, there'd be no incentive to bend over backwards on entitlements," said a Senate Democratic aide.

DEAR PRUDENCE

Lobbyists say Republicans could still push for entitlement reform in March, when Democrats will need their cooperation to keep the federal government open, or during the summer when debt limit debate may resurface. Much hangs on the contents of the budget proposals that emerge from Obama, Ryan and the Senate Budget Committee within the next month or two.

Republican aides say premium support could gain ground in the cut and thrust of future negotiations, given word that Democrats plan to take a hard line against raising the Medicare eligibility age to 67 from 65 - another Republican policy goal that appears to have been thwarted by pressure from influential beneficiary groups, including AARP.

But Democratic aides counter that there will be no major changes to Medicare without Republican support for new tax revenue, an idea Republicans roundly reject.

Ryan himself sounds less interested in short-term deals than in awaiting the next Republican swing of the political pendulum.

"I'll advance reforms to protect and strengthen Medicare and Medicaid, to reform healthcare," Ryan said in a speech to the National Review Institute on January 26 in which he recommended a path of political prudence for conservatives.

"Guess what? The Democrats are unlikely to accept our proposals. I know that may come as a big surprise to you. They refuse to consider real reform that's needed to get the country on the right track. But we will lay the groundwork for future endeavors. So when reform is possible, we will be ready."

A potential way to move the premium-support model forward emerged in the Senate last week, analysts say, when Senator Orrin Hatch proposed consolidating Medicare's Part A hospital and Part B physician benefits into a single program that would allow private insurers to bid against traditional Medicare and reward seniors for choosing cheaper coverage.

"By allowing private health plans to compete with traditional fee-for-service Medicare, we can provide seniors with their guaranteed Medicare benefit while, at the same time, reducing costs and improving the quality of care," Hatch, a Utah Republican, said on the floor of the Senate.

"Hatch is trying one more time to get the point across that most people agree with - that you're going to cover Medicare A and B without any question," said Joseph Antos of the conservative American Enterprise Institute. "This is something Ryan certainly meant but it didn't come out that way."

In fact, analysts and business lobbyists said Hatch could offer a way forward for Republican rhetoric by focusing his remarks on competition and consumer choice, and drawing parallels between his proposal and Medicare Part D, the popular prescription drug benefit that also employs competitive bidding to set costs.

Explosion rocks Mexico state oil company

MEXICO CITY (AP) ? An explosion at the main headquarters of Mexico's state-owned oil company in the capital killed 14 people and injured 80 on Thursday as it heavily damaged three floors of the building, sending hundreds into the streets and a large plume of smoke over the skyline.

There were reports that people remained trapped in the debris ? as many as 30 according to civil protection and local media ? from the explosion, which occurred in the basement of an administrative building next to the iconic, 52-story tower of Petroleos Mexicanos, or Pemex.

Ana Vargas Palacio was distraught as she searched for her missing husband, Daniel Garcia Garcia, 36, who works in the building. She last heard from him at 1 p.m.

"I called his phone many times, but a young man answered and told me he found the phone in the debris," Vargas. The two have an 11-year-old daughter. His mother, Gloria Garcia Castaneda, collapsed on a friend's arm, crying "My son. My son."

There was no immediate cause given for the blast, which also damaged the first and second floors of the auxiliary building in a busy commercial and residential area. But in a Tweet, Pemex said it had evacuated the building as a precautionary measure because of a problem with the electrical system.

The company later tweeted that experts were analyzing the explosion and any reports of a cause were speculation.

"It was an explosion, a shock, the lights went out and suddenly there was a lot of debris," employee Cristian Obele told Milenio television, adding that he had been injured in the leg. "Co-workers helped us get out of the building."

The tower, where several thousand people work, was evacuated. The main floor and the mezzanine of the auxiliary building, where the explosion occurred, were heavily damaged, along with windows as far as three floors up.

"Right now they're conducting a tour of the building and the area adjacent to the blast site to verify if there are any still trapped so they can be rescued immediately," Interior Ministry spokesman Eduardo Sanchez told Milenio.

A reporter at the scene saw rescue workers trying to free several workers trapped. Television images showed people being evacuated by office chairs, and gurneys. Most of them had injuries likely caused by falling debris.

"We were talking and all of sudden we heard an explosion with white smoke and glass falling from the windows," said Maria Concepcion Andrade, 42, who lives on the block of Pemex building. "People started running from the building covered in dust. A lot of pieces were flying."

Police landed four rescue helicopters to remove the dead or injured. About a dozen tow trucks were furiously moving cars to make more landing room for the helicopters.

Streets surrounding the building were closed as evacuees wandered around, and rescue crews loaded the injured into ambulances.

"I profoundly lament the death of our fellow workers at Pemex. My condolences to their families," President Enrique Pena Nieto said via his Twitter account.

Shortly before the explosion, Operations Director Carlos Murrieta reported via Twitter that the company had reduced its accident rate in recent years. Most Pemex accidents have occurred at pipeline and refinery installations.

A fire at a pipeline metering center in northeast Mexico near the Texas border killed 30 workers in September, the largest-single toll in at least a decade for the company.

The Lenovo ThinkStation D30 is the big stick in your golf bag. Design and Features
The ThinkStation D30 is a full-size, traditional tower. It measures around 19 by 8.5 by 24 inches (HWD), so you'll need either a wide (and sturdy) desk or lots of space on the floor for the system. Like other Lenovo ThinkStation designs, the front panel is perforated with a honeycomb-like pattern, the front top of the system has a convenient handle, but you're going to use that handle mostly to position the system, as it weighs over 60 pounds fully loaded with components.

The front of the system has the tray-loading DVD burner, two USB 2.0 ports, a card reader, and audio ports for mic and headphones. On the back, there are a bunch of ports: Serial, eight USB 2.0 ports, two USB 3.0 ports, audio, two Ethernet ports (which can be connected to separate networks). The Nvidia Quadro 5000 card sports a DVI port, two DisplayPorts, a special connector for the Quadro 5000's 3D Vision Pro transmitter, and a FireWire 400 port.

Inside the system are two free PCI slots (for older expansion cards your company just can't stop using), a free PCIe x16 slot, and a free PCIe x4 slot. If you don't need FireWire 400, you can free the PCIe x16 slot that card is plugged into. The system has seven free SATA connectors on the motherboard, and some of those can be used with SAS drives, like the 300GB 15,000 rpm drive used as the C: drive. The system can accommodate four more hard drives in swappable sleds that don't need a screwdriver to use. Likewise, this capacious chassis has two optical drive bays free, and plenty of prewired power leads snaking through the internal space. There are also eight free memory slots for more ECC DDR3 memory. This is a lot more space than systems we've seen in the past, including the Apple Mac Pro series, the EC-winning Lenovo ThinkStation C20, and ThinkStation D20. Essentially, the D30 has enough internal space to accommodate the hardware for virtually any project you need to do with a workstation, whether that is creating the next Oscar-winning animated masterpiece, making sure those 15,000 pictures get resized and autocorrected before the deadline in the next hour, or searching for gas or gold or both in the deep reaches of darkest Peru.

The ThinkStation D30 has very little pre-loaded software on it. When you're computing billion dollar projects on a PC, you don't want popups from trialware ruining your engineers' concentration. As such, the pre-loaded software is limited to the operating system, ISV-certified drivers for the graphics card, and a few utilities like Lenovo Factory Recovery, Google Chrome, etc. The system comes with a three-year standard warranty, but you can extend that to five years upgraded with optional services like same day/next day turnarounds or on site repairs.

Performance
This is one of the highest performing systems we've had in the Labs. Each of the eight-core Intel Xeon E5-2687W processors has Hyper-Threading, so each CPU can handle 16 streams at the same time. Multiply that by two processors, and you'll have a system that can handle 32 streams of data simultaneously. This is a far cry from the first multi-threaded processors in PCs a scant 10 years ago.

The system returned a mind-boggling 25.31 points on the CineBench test, which measures the system's CPU-based 3D rendering prowess. To put that into perspective, high-end Core i7 processors in systems like the Velocity Micro ProMagix HD180 Max only manage 11.06 on the same test, and more pedestrian processors like the one in the Apple iMac 27-inch (Late 2012) top out at 7.36. Other benchmark tests are top-notch as well: The D30 has some of the fastest times we've seen on the Photoshop CS6 test, and the Handbrake video encode test isn't too shabby either. While the 3DMark11 test is oriented more to consumer grade graphics cards, it's nice to see high scores for the ThinkStation D30 on that test as well.

Sometimes, you just need to bring out the big stick, and the Lenovo ThinkStation D30 is that big stick. The sheer power of the dual eight-core Xeon CPUs plus the ability to add on more powerful Nvidia Quadro cards means that this is a system to scorch project deadlines in minutes rather than hours, or hours instead of days. Google's Nexus 4 available again online (at least in U.S.)

Don't blink, or it may be gone: Google's Nexus 4 phone, which sold out in December, is again available for direct?purchase online from Google's Play store. The 8GB model goes for $299; the 16GB version for $349.

The flagship Android?phone is sold unlocked and without a contract, which is part of its appeal (and the slightly higher pricing).

?The only U.S.?carrier that?sells the?Nexus?4 under contract?is T-Mobile,?where?it?will?cost?you?$199?for?the?16GB?version?with?a?two-year?commitment. You can use the unlocked Nexus 4 on T-Mobile or?AT&T.

Thick smog hits Beijing; dozens of flights canceled

The pollution levels in China's capital have gotten so bad that sometimes airline pilots lose visibility, and there has been a surge in respiratory illnesses. NBC's Brian Williams reports.

Thick, off-the-scale smog shrouded eastern China for the second time in about two weeks Tuesday, forcing airlines to cancel flights because of poor visibility and prompting Beijing to temporarily shut factories and curtail fleets of government cars.

The capital was a colorless scene. Street lamps and the outlines of buildings receded into a white haze as pedestrians donned face masks to guard against the caustic air. The flight cancellations stranded passengers during the first week of the country's peak, six-week period for travel surrounding the Chinese New Year on Feb. 10.


The U.S. Embassy reported an hourly peak level of PM2.5 ? tiny particulate matter that can penetrate deep into the lungs ? at 526 micrograms per cubic meter, or "beyond index," and more than 20 times higher than World Health Organization safety levels over a 24-hour period.

"It's really bad for your health, obviously," Liu said. "I bike to work every day and always wear a mask. The pollution in recent years is probably due to the increase in private cars and government cars."

Visibility was less than 100 yards in some areas of eastern China, the official Xinhua News Agency reported. More than 100 flights were canceled in the eastern city of Zhengzhou, 33 in Beijing, 20 in Qingdao and 13 in Jinan.

Every year, China's transport system bursts at the seams as tens of millions of people travel for the Lunar New Year holiday, in the world's largest seasonal migration of people.

Ren Haiqiang, a bank worker in his early 30s, said he had booked tickets to fly out of Beijing on Thursday to visit family in the coastal city of Dalian, but now worried about flight cancellations.

"Traveling over the holiday is already a huge hassle, along with all the gift-giving and family visits. We thought flying would be the best way to avoid the crush, but if the weather continues like this we'll be in real trouble," Ren said as he waited in line at a bakery in downtown Beijing.

Beijing's city government ordered 103 heavily polluting factories to suspend production and told government departments and state-owned enterprises to reduce their use of cars by a third, Xinhua said. The measures last until Thursday.

Beijing's official readings for PM2.5 were lower than the embassy's ? 433 micrograms per cubic meter at one point in the afternoon? but even that level is considered "severe" and prompted the city government to advise residents to stay indoors as much as possible. The government said that because there was no wind, the smog probably would not dissipate quickly.

Patients seeking treatment for respiratory ailments rose by about 30 percent over the past month at the Jiangong Hospital in downtown Beijing, Emergency Department chief Cui Qifeng said.

"People tend to catch colds or suffer from lung infections during the days with heavily polluted air," he said.

Air pollution has long been a problem in Beijing, but the country has been more open about releasing statistics on PM2.5 ? considered a more accurate reflection of air quality than other pollutants ? only since early last year. The city hit its highest readings on Jan. 12, when U.S. Embassy readings of PM2.5 reached as high as 886 micrograms per cubic meter.

Celebrity real estate developer Pan Shiyi, who has previously pushed for cities to publish more detailed air quality data and who is a delegate to Beijing's legislature, called Tuesday morning for a "Clean Air Act." By late afternoon, his online poll had received more than 29,000 votes, with 99 percent in favor.

On Monday, Wang Anshun was elected Beijing's mayor after telling lawmakers the municipal government should make more efforts to fight air pollution, according to Xinhua.

Last week, he announced plans to remove 180,000 older vehicles from the city's roads and promote government cars and heating systems that use clean energy.

Hostage suspect was loner, missed court appearance

The Alabama man who is suspected of taking a young boy hostage had only lived in the area a few years and kept to himself, according to neighbors and officials.

Sources close to the investigation in the Dale County Sheriff's Office identified the suspect to NBC News as Jimmy Lee Dykes, age 65.

Police in the small town of Midland City, Ala. scrambled Tuesday afternoon after a gunman shot a local school bus driver and took a boy, age 5 or 6, hostage.

Local NBC station WSFA reported on Wednesday that the suspect was talking to police through a PVC pipe from an underground bunker where the man kept the boy captive overnight.

But before the dramatic events of the past two days, neighbors were worried about Jimmy Lee Dykes.

Dykes missed a bench hearing on a misdemeanor charge of menacing at 9 a.m. Wednesday, Dale County Court Circuit Clerk Delores Woodham told NBC News.

That charge is related to an allegation by a James E. Davis, Jr., who said that on Dec. 10 Dykes threatened him with a pistol and then fired at Davis? truck as he pulled away, according to a document filed in Dale County District Court on Dec. 26, 2012,

The sources close to the investigation told NBC News that police did not know if the missed court appearance had anything to do with Dykes' motive.

Deputies from the county sheriff?s office had arrested Dykes on the charge of menacing. He was placed in Dale County Jail on Dec. 22 and bond was set at $500, according to the documents. No employment was listed on the documents. Dykes was bonded out that same day by D&D Bonding Co., Woodham said.

Neighbor Danny Dean, 57, said that he saw Dykes working in his yard most of the time.

?He's always got a shovel,? said Dean, who had lived in the neighborhood for about twelve years. ?He loved to shovel for some damn reason.?

Dean said that Dykes only moved into the area about a year and a half ago. A property tax clerk for Dale County confirmed that Dykes has paid his taxes on his 1.5 acre property on time for the past two years.

Dean, whose property is about three-tenths of a mile from Dykes? home, said that he did not know the man well, but that no one else seemed to, either.

?He just works in the yard constantly,? Dean said of Dykes, who dug his own driveway. ?As far as passing, he?s always been a friendly fellow.?

Another neighbor, Claudia Davis, told the Associated Press that she had seen a darker side of Dykes.

?Before this happened, I would see him at several places and he would just stare a hole through me,? Davis, 54, told the AP. ?On Monday I saw him at a laundry mat and he seen me when I was getting in my truck, and he just stared and stared at me.?

Tim Byrd, a chief investigator with the Dale County Sheriff?s Office, told the Southern Poverty Law Center?s Hatewatch that Dykes was a ?survivalist? with ?anti-American? views.

?His friends and his neighbors stated that he did not trust the government, that he was a Vietnam vet, and that he had PTSD,? Byrd told the SPLC. ?He was standoffish, didn?t socialize or have any contact with anybody.?

?He?s the type that thinks the government?s out to get him,? neighbor Michael Creel told local paper the Dothan Eagle. ?He?s not right in the head.?

Another man who said he lives near Dykes told the AP that the man had once threatened his children after Smith?s dogs went on to Dykes? property. Smith told the AP that his son and daughter were on the school bus during the shooting in Midland City on Tuesday.

?He?s very paranoid,? Smith told the AP. ?He goes around in his yard at night with a flashlight and a shotgun.?

Eva Syples, a clerk for the Dale County Probate Office, said she has lived in the area since 1968 and the small town has never seen anything like the situation that developed Tuesday. She said most people just stop at the fresh fruit and vegetable stands and barbecue joints that dot Highway 231 on their way by the town to Montgomery or the beaches of Panama City, Florida.

It?s the kind of small town where people extend an unasked for hand, Syples said: ?They have true southern hospitality down here. We go above and beyond to help your neighbor.?

The owner of one of those nearby barbecue stands, Charlie Webb, said his restaurant sits on Highway 231 about 300 yards from the property where law enforcement converged on Tuesday afternoon.

?Most people just pulled up in the parking lot wanting to know what was going on,? Webb, 59, said of the people that pulled into his Webb?s 231 Bar-B-Q last night to watch the police lights. ?They?re all just pretty shocked.?

BOSTON (Reuters) - Bugs in widely used networking technology expose tens of millions of personal computers, printers and storage drives to attack by hackers over the regular Internet, researchers with a security software maker said.?

The problem lies in computer routers and other networking equipment that use a commonly employed standard known as Universal Plug and Play or UPnP. UPnP makes it easy for networks to identify and communicate with equipment, reducing the amount of work it takes to set up networks.?

Security software maker Rapid7 said in a white paper to be released Tuesday that it discovered between 40 million and 50 million devices that were vulnerable to attack due to three separate sets of problems that the firm's researchers have identified with the UPnP standard.

The long list of devices includes products from manufacturers including Belkin, D-Link, Cisco's Linksys division and Netgear.?

Representatives for Belkin, D-Link, Linksys and Netgear could not be reached for comment on Monday evening.?

Chris Wysopal, chief technology officer of security software firm Veracode, said he believed that publication of Rapid7's findings would draw widespread attention to the still emerging area of UPnP security, prompting other security researchers to search for more bugs in UPnP.

"This definitely falls into the scary category," said Wysopal, who reviewed Rapid7's findings ahead of their publication. "There is going to be a lot more research on this. And the follow-on research could be a lot scarier."?

Rapid7 has privately alerted electronics makers about the problem through the CERT Coordination Center, a group at the Carnegie Mellon Software Engineering Institute that helps researchers report vulnerabilities to affected companies.?

"This is the most pervasive bug I've ever seen," said HD Moore, chief technology officer for Rapid7. He discussed the research with Reuters late on Monday.

Moore, who created a widely used platform known as Metasploit that allows security experts to simulate network attacks, said that he expected CERT to release a public warning about the flaw on Tuesday. A spokesman for the CERT Coordination Center declined to comment.?

A source with a networking equipment maker confirmed they had been alerted that CERT would issue an advisory on Tuesday and that companies were preparing to respond.?

Taking control
The flaws could allow hackers to access confidential files, steal passwords, take full control over PCs as well as remotely access devices such as webcams, printers and security systems, according to Rapid7.?

Moore said that there were bugs in most of the devices he tested and that device manufacturers will need to release software updates to remedy the problems.?

He said that is unlikely to happen quickly.?

In the meantime, he advised computer users to quickly use a free tool released by Rapid7 to identify vulnerable gear, then disable the UPnP functionality in that equipment.?

Moore said hackers have not widely exploited the UPnP vulnerabilities to launch attacks, but both Moore and Wysopal expected they may start to do so after the findings are publicized.?

Still, Moore said he decided to disclose the flaws in a bid to pressure equipment makers to fix the bugs and generally pay more attention to security.?

People who own devices with UPnP enabled may not be aware of it because new routers, printers, media servers, Web cameras, storage drives and "smart" or Web-connected TVs are often shipped with that functionality turned on by default.?

"You can't stay silent about something like this," he said. "These devices seem to have had the same level of core security for decades. Nobody seems to really care about them."?

Veracode's Wysopal said that some hackers have likely already exploited the flaws to launch attacks, but in relatively small numbers, choosing victims one at a time.?

"If they are going after executives and government officials, then they will probably look for their home networks and exploit this vulnerability," he said.?

Rapid7 is advising businesses and consumers alike to disable UPnP in devices that they suspect may be vulnerable to attack. The firm has released a tool to help identify those devices on its website.?

Microsoft's highly?anticipated Surface Pro tablet, which runs the full version of Windows 8 rather than the poorly?received Windows RT, will come out of the box with nearly two-thirds of its 64 GB of storage filled up. The 128 GB version will likewise boot up with far less room?than many users expect to see.

Microsoft, which confirmed the information to NBC News,?was quick to add that much of this space can be reclaimed, although the method is not one?that tech novices will likely?understand or undertake. Nor are the reasons for the reduced space particularly easy to grasp without some explanation:

First, the gigabytes listed on any gadget's box don't actually correspond to the way computers think about data. The result is that 64 GB shown?on the box (whether the device?runs Windows, Android, or iOS) really translates to 59?of what the computer actually uses ("gibibytes," if you must know).

Second, Windows is a much larger and more complex piece of software than what you find on an Android tablet or iPad. It is, after all, a full-on desktop operating system ? it can do more, run programs from years back, and so on. So naturally, it takes up more space.

Third, because it's a "real" OS, it takes backup very seriously, keeping a "recovery partition," or backup of itself right there on the device ? which takes up even more space. And then you have the built-in apps and the trial version of Office 2013. The end result is that the 64 GB Surface comes out of the box with just 23 GB of usable space, and the 128 GB version is reduced to 83 GB.

The new Apple iPad with 128 GB of space, on the other hand, will likely have about 115 GB out of the box.

The Windows RT tablet had a similar problem, shipping with about half its?space full, resulting in a consumer?backlash, despite Microsoft's insistence that the space crunch was unavoidable.

Users can delete installed apps and move the recovery partition to external storage or delete it entirely, but these tasks aren't exactly simple, especially for less-experienced users.

The capabilities of the Surface Pro tablets are in many ways far beyond those of competing tablets and even many laptops. Microsoft made sure to mention the fact that the device's USB 3.0 interface,?SDXC card slot?and free SkyDrive storage allow for lots of extra storage. But users simply may not be able to get over the fact that their premium device came out of the box with nowhere near the amount of free space they expected.

The Surface Pro will be out in the U.S. on February 9th. The 64 GB version will retail for $899; the 128 GB model, $999.

Online social networking at work can improve morale and reduce employee turnover

Jan. 29, 2013 ? By allowing employees to participate in a work-sponsored internal social networking site, a company can improve morale and reduce turnover, according to a Baylor University case study published in the European Journal of Information Systems.

The study, which looked at a financial institution's efforts to acclimate new employees into the organization, also found that participation led to a greater sense of well-being and organizational commitment and better employee engagement.

"For millennials, mixing their work life and their social life via an online social networking created positive emotions for the employees who use the system," said Hope Koch, Ph.D., Baylor University associate professor of information systems in the Hankamer School of Business and study co-author. "These emotions led to more social networking and ultimately helped the employees build personal resources like social capital and organizational learning."

SNSs can have a positive impact on IT employees and their workplace, especially when the new employees are relocating to unfamiliar areas and need to build a network, assume highly technical jobs and become integrated into a large organization where it may be difficult to know where to go for help, according to Koch.

The study centered on a financial institution's efforts to reduce IT employee turnover by starting a social and work-related online networking site. Under the supervision of executives, the IT new hires developed and managed the site's content. Since most new hires had moved hundreds of miles to start their new jobs with the institution, they initially used the social pages as an introduction to the community. After a year or so with the organization, the more senior new hires began using the system to acclimate and mentor incoming new hires.

All study respondents worked in the institution's IT department and included new hires, middle managers and executives. With less than three years of experience, most new hires and interns were men between 21 and 27 years old. The middle managers and executives were baby boomers or members of generation X.

The internal social networking site helped the new hires build social capital in several ways, according to Koch.

"It gave them access to people who could provide useful information and new perspectives and allowed them to meet more senior new hires and executives. These relationships set the new hires at ease during work meetings, helped them understand where to go for help and increased their commitment to the financial institution's mission," she said.

Ironically, middle managers, even though they wanted freedom from mentoring new hires, developed a negative attitude toward online social networking when they realized that the new hires had managed to accrue social capital and social experiences with senior executives that they had not had access to in their many years of work.

The SNS system also helped the new hires maintain relationships with one another, thus facilitating a network of acquaintances that can do small favors and help build emotionally close friendships. Finally, by allowing the new hires to access information on the SNS, meet other new hires and develop and maintain relationships with their peer group, the financial institution was able to shift some of the burden of acclimating the new hires away from middle managers and human resources.

Despite the good outcome of this institution's experience, the study data suggest that organizations should move cautiously when implementing SNSs, Koch said. "While the new hires enjoyed using the system, the middle managers experienced frustration, isolation and envy, and the senior executives were somewhat circumspect.

"Before beginning an internal social networking initiative, organizations should consider analyzing how the system may impact both its users and non-users, paying particular attention to potential isolation of non-users and the negative stigma associated with SNS in the workplace," Koch said.

Co-authors of the study were Dorothy Leidner, Ph.D., Ferguson Professor of Information Systems at Baylor; and Ester Gonzalez from Washington State University.

Randy Travis to enter drunken-driving plea

(AP) ? A prosecutor says country music star Randy Travis is expected to enter a guilty plea in a drunken-driving case in North Texas.

Grayson County District Attorney Joe Brown said Monday that details of the plea agreement will be released following Travis' court appearance Thursday in Sherman.

Travis was naked when he was arrested following a single-vehicle accident Aug. 7 near Tioga, a city about 60 miles north of Dallas. Authorities have said his blood-alcohol level was more than 0.15. The legal limit for driving is 0.08.

Brown says Travis will plead guilty to misdemeanor drunken driving, which is punishable by up to two years in jail and a $4,000 fine. Travis also faced a charge of retaliation for allegedly threatening officers but it's no longer on file with the court.

His lead attorney, who court records identify as John Houston Nix, wasn't immediately available for comment. Travis' lawyers have previously said he has a great deal of respect for law enforcement and has stopped drinking alcohol.

The August accident is part of a string of run-ins with the law for the 53-year-old Travis.

Police in suburban Dallas cited Travis following an Aug. 23 incident in a church parking lot in which he allegedly intervened in an argument involving a woman he knows and her estranged husband. Nobody was hurt.

He pleaded not guilty to simple assault in that matter and has a jury trial scheduled for March.

Travis also was arrested last February in Denton County, northwest of Dallas, for public intoxication. That case is no longer on file with the county court and appears to have been dismissed.

(AP) ? Brazilian police officials said Monday they've made three detentions and are seeking a fourth person in connection with a blaze that ripped through a nightclub in southern Brazil over the weekend, killing more than 230 people.

Inspector Ranolfo Vieira Junior said at a news conference that the detentions are for investigative purposes and those detained can be held up to five days. He declined to identify those detained or the fourth person sought, but the Brazilian newspaper Zero Hora quotes lawyer Jader Marques saying his client Elissandro Spohr, a co-owner of the club, had been held.

The paper also says police detained two band members who were on stage when the blaze broke out and were thought to have used pyrotechnics in their act.

A military brigade official said Monday the death toll now stands at 231 people in the early Sunday blaze in the Kiss nightclub in Santa Maria, a university town of about 260,000 people in southern Brazil. Many of the victims were under 20 years old, including some minors. Most victims died from smoke inhalation rather than burns.

Police have said they think the pyrotechnics ignited sound insulation on the ceiling, while witnesses have reported a fire extinguisher didn't work and that there was only one working exit. Many of the dead were also found in the club's two bathrooms, where they fled apparently because the blinding smoke caused them to believe the doors were exits.

"It was terrible inside ? it was like one of those films of the Holocaust, bodies piled atop one another," said police inspector Sandro Meinerz. "We had to use trucks to remove them. It took about six hours to take the bodies away."

Survivors and another police inspector, Marcelo Arigony, said security guards briefly tried to block people from exiting the club. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they are allowed to leave.

"It was chaotic and it doesn't seem to have been done in bad faith because several security guards also died," Arigony told The Associated Press.

Firefighters responding to the blaze initially had trouble getting inside the Kiss nightclub because "there was a barrier of bodies blocking the entrance," Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper.

Authorities said band members who were on the stage when the fire broke out later talked with police and confirmed they used pyrotechnics during their show.

Guitarist Rodrigo Martins told Radio Gaucha that the band, Gurizada Fandangueira, started playing at 2:15 a.m. "and we had played around five songs when I looked up and noticed the roof was burning."

"It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it," he said. "When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working."

He confirmed that accordion player Danilo Jacques, 28, died, while the five other members made it out safely.

Survivor Michele Pereira told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit some sort of flare that started the conflagration.

"The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

Police inspector Meinerz, who coordinated the investigation at the nightclub, said one band member died after escaping because he returned inside the burning building to save his accordion. The other band members escaped alive because they were the first to notice the fire.

Television images from Santa Maria showed black smoke billowing out of the Kiss nightclub as shirtless young men who attended the university party joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside.

Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. About half of those killed were men, about half women.

Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died suffocated within minutes.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

A community gym soon became a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

Outside the gym, police held up personal objects ? a black purse, a blue high-heeled shoe ? as people seeking information on loved ones crowded around hoping not to recognize anything being shown them.

The party was organized by students from several academic departments at the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

Police Maj. Cleberson Braida Bastianello said by telephone that the toll had risen to 233 with the death of a hospitalized victim.

Brazil President Dilma Rousseff arrived Sunday to visit the injured after cutting short her trip to a Latin American-European summit in Chile.

"It is a tragedy for all of us," said Rousseff, who began her political career in the state where the tragedy took place.

Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria. said he was told the club had been filled far beyond its capacity. He had gone to the city's Caridade Hospital to help victims.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told the AP.

"The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom."

In the hospital, the doctor "saw desperate friends and relatives walking and running down the corridors looking for information," he said, calling it "one of the saddest scenes I have ever witnessed."

Rodrigo Moura, identified by the newspaper Diario de Santa Maria as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000 people, and partygoers were pushing and shoving to escape.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309 people.

In 2004, at least 194 people died in a fire at an overcrowded nightclub in Buenos Aires, Argentina. Seven members of the band playing at the club were sentenced to prison for starting the flames.

A blaze at the Lame Horse nightclub in Perm, Russia, killed 152 people in December 2009 after an indoor fireworks display ignited a plastic ceiling decorated with branches.

Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.

The band performing in Santa Maria, Gurizada Fandangueira, plays a driving mixture of local Brazilian country music styles. Guitarist Martin told Radio Gaucha the musicians are already seeing hostile messages.

"People on the social networks are saying we have to pay for what happened," he said. "I'm afraid there could be retaliation".

Aaron shakes up US men's skating with 1st title

OMAHA, Neb. (AP) ? Never mess with the guy who knows how to rumble.

Little-known Max Aaron won his first title at the U.S. Figure Skating Championships on Sunday and helped knock down three-time champion Jeremy Abbott to the last step on the podium. With two quadruple jumps and an arsenal's worth of other tricks in his "West Side Story" program, don't count the 20-year-old upstart out at the world championships in March, either.

Aaron screamed and shook his fists when he finished his program, then slid across the ice giving a Tiger Woods-like fist pump. (He was wearing red, appropriately, and it was Sunday.) When his marks were posted, Aaron's jaw dropped and the audience roared. He won the free skate in a rout to jump from fourth to first, and finished with 255 points overall, almost four better than Ross Miner.

Abbott, who had won three of the last four U.S. titles, dropped to third after a disappointing and flawed free skate.

Aaron was the U.S. junior champ two years ago, but has done little of note since then. Skating first of the top men, however, he wasted no time showing he intended to make a run at the title. He opened with two quadruple salchows, the first in combination with a double toe loop, and did seven other triples. Aside from a small turn out on a triple axel, all were done with such great speed and flow people watching at home on their couches were probably saying, "That doesn't look so hard, I could do that."

Aaron is more than just a jumping bean, however. His spins were excellent, so fast and tightly centered he was practically a blur. He jazzed up his footwork with high kicks and hops, the kind of flourishes audiences ? and judges ? love.

But it was his perfect portrayal of the bad boy in "West Side Story" that was most entertaining. As he heard the first notes of his music, he fixed the audience with a smirk and began snapping his fingers. He oozed attitude throughout the entire program, so much so it's a wonder the Jets didn't storm the ice and try and wipe the smile from his face.

His big score in the free skate ? 175.87 ? was going to be tough for Abbott, Miner and the rest of the guys to top. No one came close.

Third the last two years at nationals, Miner had a breakthrough at NHK Trophy, where he was the bronze medalist. That gave him confidence he could be the top American man, and he's skating with more polish and assertiveness than ever before. Every element in his program, to the old "Captain Blood" movie, was finished to perfection. There was no rushing out of jumps or awkward ends to spins. It's the kind of precision a skater has to have if he's to contend with the international crowd.

He, too, did a quad ? a gorgeous one, to boot ? and seven other triple jumps. His only flaw was singling an axel, a silly mistake that's sure to nag at him until next year's nationals.

Abbott will have plenty of regrets after a program that was barely even adequate for a skater of his caliber. He was so slow on the approach to his quadruple toe it looked as if he was going to stop and, no surprise, he landed on his rear end. But it was his other jumps that were more disappointing. He turned several planned triples into doubles, and his landings were scratchy and awkward. That's a no-no for anyone, but it was particularly bad for a skater who prides himself on his skating skills, including edge quality so fine the carvings could be sold as artwork.

Abbott knew it, too, banging his forehead with his fist as he skated off the ice. But when he saw the marks, even he looked stunned and the audience gasped.

Feeling flirty? Wait for the sun to shine

Jan. 28, 2013 ? We all know how casual flirtation can lift one's mood, which can be important at this time of year when the winter blues are at their peak. But if you are more serious about your flirting and hope to get that all important phone number, you're better off waiting until it's sunny, according to new French research published in the journal Social Influence.

Nicolas Gu?guen of the University of South Brittany -- who has previously investigated how wearing red lipstick can increase a waitress' tips -- conducted a study in which an 'attractive' 20 year old male approached 18-25 year old women walking alone in the street and asked them for their phone numbers. The women were solicited on both sunny and cloudy (but not rainy) days, when the temperature was about the same.

In the past other environmental factors have been found to make people more likely to flirt or exchange phone numbers -- the presence of pleasant smells, romantic music or certain colours have all been found to have an effect.

Previous research has also shown how the weather can affect certain social behaviours -- sunshine makes people more likely to help strangers or answer a survey, and people tend to leave bigger tips in restaurants on sunny days. But this is the first research to explore how the weather may influence courtship or dating behaviour.

It was found that women were more receptive to being approached and flirted with -- and give out their phone numbers -- on sunny days: over a fifth -- 22.4% -- of women did so when the sun was out, as opposed to 13.9% on the cloudy days.

(The phone numbers were later used to contact the women and tell them the true nature of the study, as per the recommendation of the ethics committee of the lab which reviewed the project!)

The message seems clear: flirting is more likely to have a positive outcome on sunny days. But Professor Gu?guen was careful to include certain caveats regarding the applicability of the research to everyday situations: the sunshine (or other factors) may after all have improved the attractive 20 year old male's flirting skills on those days. Other atmospheric conditions such as windiness or humidity were not accounted for. And, perhaps most crucially, the research was conducted in France, where 'men traditionally approach women in romantic relationships'.

The journal article concludes with suggestions for further study in this area -- for instance, are men themselves more likely to initiate flirting behaviour when the sun is shining? We'll have to wait until the Spring to find out!

Anonymous hijacks federal website to avenge activist's death

WASHINGTON???The hacker-activist group Anonymous says it hijacked the website of the U.S. Sentencing Commission to avenge the death of Aaron Swartz, an Internet activist who committed suicide. The FBI is investigating.

The website of the commission, an independent agency of the judicial branch (http://www.ussc.gov), was taken over early Saturday and replaced with a message warning that when Swartz killed himself two weeks ago "a line was crossed."

The hackers say they've infiltrated several government computer systems and copied secret information that they now threaten to make public.

Family and friends of Swartz, who helped create Reddit and RSS, say he killed himself after he was hounded by federal prosecutors. Officials say he helped post millions of court documents for free online, and that he illegally downloaded millions of academic articles from an online clearinghouse.

The FBI's Richard McFeely, executive assistant director of the agency's?Criminal, Cyber, Response, and Services Branch, said in a statement that "we were aware as soon as it happened and are handling it as a criminal investigation. We are always concerned when someone illegally accesses another person's or government agency's network."

Hours after the hijacking, pages on the USSC.gov website were available only sporadically.

New home sales drop, but prices tick higher

New single-family home sales fell in December although the median sales price rose and the sector still appears set to be a bright spot in the country's economic recovery.?

The Commerce Department said on Friday sales dropped 7.3 percent last month to a seasonally adjusted 369,000-unit annual rate. That was below analysts' forecasts of a 385,000-unit annual pace.?

Government data for new home sales are subject to substantial revisions.?

Indeed, the Commerce Department raised its estimate for sales in November by 22,000 to a 398,000-unit rate, making the pace of sales in November the fastest since April 2010.?

The housing sector has been a point of strength in the economy over the last year, and is expected to help offset the economic damage from tax hikes enacted this year.?

The median price for a new home rose to $248,900 in December from $245,600 in November, according to figures that are not adjusted for seasonal swings. Rising prices are seen as a sign of improving health in the housing market.?

Economists think home building added to economic growth last year for the first time since 2005. Friday's report showed 367,000 new homes were sold last year, the most since 2009.?

Still, that number remains about a third of the record number sold in 2005, before a housing collapse helped trigger the 2007-09 recession.?
