An initiative that seek to find out more about the role diet and other environmental factors play in the promotion and prevention of breast cancer, has been launched in Kumasi on Monday.

Dubbed ?International Breast Cancer and Nutrition Project (IBCNP),?? the programme also aims at bringing together experts in nutrition, basic medical science, statistic, cancer epidemiology, communication, public policy, economics, health law, anthropology and medicine to study variety of factors, including how cellular mechanisms in breast cancer development link to diet, and food source and disease prevention.

Another objective is to identify the connection between different types of breast cancer, nutrition and epigenome.

Some scientists and researchers from the Purdue University in the United States of America (USA) are spearheading the project in response to a call by the World Health Organization to scientists from around the world to help shift efforts from detection of disease towards primary prevention.

It is being piloted in Ghana, USA, France, Japan, Uruguay and Lebanon.

Each country has selected a team of renowned scientists and researchers to focus on a number of milestones and allow them to study worldwide diversity in breast cancer rates, dietary patterns and cultural practices.

The team of Ghana is led by Dr Mrs Beatrice Wiafe Addai, Chief Executive of Breast Care International and Peace and Love Hospital in Kumasi and includes scientists from the Kwame Nkrumah University of Science and Technology.

Speaking at the launch of the project, Mr Samuel Sarpong, Chief Executive of Metropolitan Assembly, said the difficulty in the fight against breast cancer called for a shift in approach.

He called for collaboration between medical officials, sociologists, nutritionists, physicians, researchers and other paramedical staff to fight breast cancer.

Mr Sarpong praised Dr Mrs Addai for her pioneering role in the fight against the disease and advised women to always conduct self breast examination and seek early treatment.

Professor Sophie A. Lelievre, Leader of the research team from Purdue University, said the project had become necessary due to the continued spread of breast cancer, worldwide.

Dr Mrs Addai said though much awareness had been created about breast cancer, emphasis had not been placed on primary prevention.

She said the project would help to establish how nutrition and diet could help in the promotion of prevention of the disease in Africa.

Egypt asks IMF for $3.2 billion in support (Reuters)

CAIRO (Reuters) ? Egypt has asked the International Monetary Fund for $3.2 billion in support, a government minister said on Monday, as the country's interim cabinet seeks to fill a budget gap pushed wider by almost a year of political and economic turmoil.

The previous army-backed government turned down an offer of $3 billion in financial assistance from the IMF last June, but since then the country's funding problems have worsened and its currency has come under heavy pressure.

"We have formally requested an IMF loan of $3.2 billion in support of a homegrown program that we're working to finalize right now," Planning and International Cooperation Minister Faiza Abu el-Naga told reporters.

She said Egypt wanted an agreement as soon as possible and hoped one would be finalized within a few weeks. It might eventually ask the IMF for more than $3.2 billion.

"We're flexible, and it may increase, and we have also discussed that possibility with the mission," she said on the first day of talks with fund officials visiting Cairo.

An IMF delegation is due to return to Egypt in late January. IMF regional director Masood Ahmed said many technical details of an agreement must still be resolved and this week's visit was to "hear and understand the Egyptian situation".

Foreign financial investors have given Egypt a wide berth since street protests erupted a year ago, forcing the government to rely on local banks for funds, a situation that has forced up yields on treasury bills and bonds to levels that some economists say are unsustainable.

The new negotiations take place as the ruling military council tries to fend off criticism of its temporary rule from pro-democracy groups and grapple with social tension caused by poverty and rising prices.

BUDGET DEFICIT

The new cabinet nominated in November needs to cut spending but risks further angering a population that depends on state subsidies and whose hopes for an improvement in living standards were raised by the uprising that ousted President Hosni Mubarak.

Abu el-Naga said the projected budget deficit was now 144 billion Egyptian pounds ($23.85 billion), or 8.7 percent of estimated gross domestic product. That compares to an official estimate for the previous year of 9.5 percent.

The IMF money would be disbursed over 18 months, she said. The interest rate would about the same as the 1.5 percent in the agreement that Egypt turned down in June, Ahmed said.

Without a financial lifeline from the IMF, it is unlikely that Egypt will be able to tap an international pool of aid agreed by donors in France last year for countries in the Middle East and North Africa, such as Egypt and Tunisia.

"We need other sources to fill the funding gap. In this we are interested in participation by the Gulf, whether amounts already announced by Saudi Arabia, UAE or Qatar, or by other partners such as the United States and the European Union," Abu el-Naga said.

She said Egypt might be forced to return to the IMF if the financing was not enough to plug gaps in its budget and balance of payments.

Yet there is no certainty that an agreement can be reached.

The IMF has insisted that any deal with Egypt needs to have broad political support, meaning it would be transferred easily into the hands of a successor government.

The Muslim Brotherhood, the Islamist movement that has emerged from a parliamentary election as Egypt's strongest political force, says it would consider supporting a deal for emergency IMF aid, providing there are no conditions attached.

Mitt Romney -- New Hampshire Win Shows Political Theory Reigns Supreme (ContributorNetwork)

COMMENTARY | Mitt Romney has won the New Hampshire primary right after winning the Iowa caucus, according to Fox News. The voters have shown one of the major theories of modern political science still holds true, no matter what pundits and political extremists believe. As a political scientist, I see the Bell Curve of politics still reigns supreme.

With the Occupy movement and the tea party being recent prevalent in people's political minds, many believe the country sits on ends of the political line. Modern political science teaches the idea of the political line actually running in a bell formation. The line starts at the left and ends on the right, but there is an upswing and downswing in the middle. Romney appeals more to the middle than any other politicians running right now.

Even the Fox News exit polls show a large percentage of people stating their independence from political parties or extremes. We are a nation which is made up of a large portion of independents. The lower percentages of people state they are strongly liberal or strictly conservative. New Hampshire is not a standout in having most people falling in or near the middle; it is a representation of the American people.

When President Barack Obama ran in 2008, he pressed the point of being the one who would bridge the gap between the two parties. He would be the one to usher in a new era of bipartisanship. He made sense to those people sitting in or near the middle, so he won the election. While he might have had his liberal base to support him, it was the moderates which pushed him forward. It is those moderates which can push Romney forward.

If you look across the spectrum of the Republican nominees, most have been trying to prove how rightest they are. Jon Huntsman and Ron Paul have tried to point out how they are different from the rest but have not attempted to speak directly to the middle. Many have also tried to point out how liberal Romney is. Instead of hurting Romney, they have done nothing but help him. While a party base can help support you, it is still the middle which will propel you.

(AP) ? Out of a relatively balmy winter have sprung some economic surprises. People have more cash in their pockets because they aren't turning up the thermostat. Airlines don't have to de-ice planes or battle blizzards. And shoppers are finding great deals on coats and boots.

But there are also disappointments. Merchants are stuck with unsold shovels and snow blowers. Drugstores say customers aren't buying cold medicine or getting as many flu shots.

The weather has been so mild that at some hardware outlets, rakes are flying off the shelf, and grass seed is outselling ice-melting salt.

"I haven't seen this mix of sales since I can remember," said David Ziegler, whose family owns nine Ace Hardware stores in the northwest Chicago area. "They're buying rakes ... just because it's warmer and people are not holed up."

This winter has been remarkably tame, especially in regions accustomed to a three-month tussle with freezing temperatures, snow, sleet and ice. In the Northeast, only four Decembers in the last 117 years have been warmer, according to the National Weather Service.

The weather feels especially gentle after two straight seasons of bitter cold and heavy snow. And it will take much more than Friday's relatively moderate snowstorm in the Midwest and Northeast to change that.

For Rocco A. Guadagna, it's been a lazy winter. He owns a lawn care and snow-removal company in Buffalo, N.Y. Because he charges an upfront fee for an entire season of plowing, he's getting paid even though he's hardly had to do any work.

Last year, his plows went out 42 times, more than usual. This year, he went out Friday for just the second time. But he doesn't think customers mind paying for something they barely use.

"Ninety percent, when they pay me, they say 'I hope I never see you,'" he said.

He's not the only one saving money. The weather and low natural gas prices have combined to push down home heating costs for the 51 percent of American households that use gas.

A typical bill this winter will be $700, a 3 percent drop from last year and the fourth straight year of declines, according to Mark Wolfe, executive director of the National Energy Assistance Director's Association.

Jim Cusick, a state employee in St. Paul, has been able to run his radiators less and catch up on an out-of-control home heating bill aggravated by the big, drafty old house where he lives with five of his six kids.

Because of last winter, Cusick said, he owed his utility more than $3,000 in back payments. As of this month, he said, his negative balance is down to $650.

"It's a bummer for the kids. They miss the skating and stuff," Cusick said. "But if winter stays mild, life will be better."

Airlines are enjoying savings, too. During storms, they often lose money because of refunds, delays and added costs for labor and expensive de-icing fluid.

United Continental Holdings Inc., the world's largest airline, said December snowstorms in 2010 hurt its fourth-quarter profit by $10 million and wiped out $25 million in revenue from fares and fees.

Not this season though. There were about 7,000 flight cancelations in the U.S. in December, down from 29,000 the year before, according to FlightStats. On-time performance improved to 79 percent, from 66 percent the year before.

The weather is a mixed bag for stores that offer outdoor gear. Henry Carter, co-owner of 9th Street Cycles, a bike store in Brooklyn, N.Y., said sales of winter equipment have been slow, but bike sales have been surprisingly brisk. And customers are riding more. So instead of the occasional cleaning or adjustment, the repair shop is busy will full tuneups.

"That's usually the stuff of summertime," he said.

For retailers, the weather has been a challenge and an opportunity. They want the weather to be cold, but not too cold. They hope for a few snowstorms that inspire people to buy coats and snow blowers, but not blizzards that keep shoppers inside for days.

So, while more people are out shopping now, they're not buying the bulky winter merchandise. And since they can't sell it, stores have to discount it heavily, which eats away at profit.

Now, instead of clearing out what's left of the cold-weather stuff to make room for spring supplies, they have mounds of winter things for sale at rock-bottom prices.

Coats are the biggest headache. They take up a lot of space, and they are expensive, so big markdowns hurt the bottom line more. Stores are discounting coats by 70 percent on average, and many are slashing prices on entire coat departments.

"Stores can't get rid of the outerwear fast enough," said Scott A. Bernhardt, chief operating officer of Planalytics Inc., a research firm that uses weather patterns to advise stores what they should buy to sell to customers.

Barbara Paschal of Muncie, Ind., recently got a coat at Sears for $48, marked down from $120. Still, she's holding off on buying gloves for three of her four teenage sons.

"There's no reason to buy gloves," said Paschal, noting the temperature is around 40 degrees. "If we get snow, then I will get the gloves."

Drugstore operators Walgreen Co. and Rite Aid Corp. both say the warm weather has hurt sales of cough, cold and flu products compared with last year. They are also giving fewer flu shots and filling fewer prescriptions.

Walgreen administered about 5.3 million flu shots between August and December, down from 6 million over the same period in 2010. In December, prescriptions for cough, cold and flu treatments were down 1.5 percent at established stores.

The temperatures have even stifled good-natured winter humor.

Ellen Shubart, who volunteers for the Chicago Architecture Foundation, recently started guiding a tour of the city's underground walkway system downtown called "Warm Walk, Cool Architecture."

The jokes she devised about gloves, boots and hats have been falling flat.

"We planned it with the idea that it's going to be cold outside," she said.

Kanye West's Ex Amber Rose: 'I'm Sick Of Being Bullied'

Amber Rose is done with the drama! On Tuesday On Tuesday the stately model crossed over into artist mode when she released her new pop single "Fame" online, then she showed off some acting chops when she dropped the trailer for her upcoming film "Gang of Roses 2" just a few hours later. Unfortunately for Amber, her new endeavors aren't the only things that have people talking. Her relationship with Kanye West still comes under much scrutiny even though the pair has been broken up for a number of years.

On Wednesday's (January 11) episode of "RapFix Live," Rose took to the red couch to address all of the rumors regarding her and Kanye for the last time. Things got so emotional that she eventually broke into tears.

"Today on your show, I just want to let it be known that I am so done with the Kanye questions," she told Sway. "That's my past, I'm done with it.

"I'm done, I'm moving on with a new career. I'm in love with Wiz. I'm happy. I just want to move on with my life, and we can get everything out right now and then I'm done."

Amber is currently in a relationship with Wiz Khalifa, but her past romance with West still comes up in headlines. Whether it was on My Beautiful Dark Twisted Fantasy, where many of the songs seemed to be directed at Rose, or the Throne's November Philadelphia concert where Yeezy thanked Amber's native city for making her, the two former lovers are still constantly linked.

Rose made it clear that she is happily in love with Wiz. "I'm so happy now that I actually have a gentleman, a great guy that I love so much," she said of Khalifa. "Wiz knows that I never loved a man the way that I love him. He knows that, he's very secure with that."

Still, after her very public breakup with West, there is lingering pain when Rose is mistreated by people in public. "I have people throwing things at me in the street because they're fans of Kanye," Amber said before she started to cry on set. "I'm just crying because I don't deserve to be bullied like that. I'm a nice girl, I don't bother anybody. I keep my mouth shut because I don't want any trouble."

Putting all of the drama behind her was step one. Now, Amber looks to focus on her music career and acting career. She is currently working on her debut album and the film "Gang of Roses 2," which will be released on February 14.

"To be bullied through music and stuff like that, it's not fair to me," Rose continued while sobbing. "I don't deserve that, and I'm sick of being bullied."
